About this opportunity

The USDA Agricultural Research Service is seeking to procure an upgrade to automatic controls for an HVAC air handling unit at Building 50 of the Aquatic Animal Health Research Unit in Auburn, Alabama. The project requires replacing outdated controllers, sensors, and control modules for a 50-ton Carrier condensing unit and York air handling unit that serves five thermostat-controlled zones across multiple office and laboratory spaces. Vendors must provide and install all required components including four universal programmable controllers, 11 sensors, new wall thermostats, and a web-based interface with network security capabilities, with one controller specifically designated for boiler connection as clarified in the Q&A amendment. The solicitation uses a Lowest Price Technically Acceptable (LPTA) evaluation methodology based on three factors: specifications compliance, installation plan and experience, and price. Vendors must submit quotes including installation plans, projected schedules, and three references for similar HVAC controls installations completed within the last two years, with quotes due September 4, 2025, and a mandatory site visit scheduled for August 27, 2025.

This opportunity is set aside for total small business participation under NAICS code 334512 with a size standard of 650 employees. The resulting firm-fixed price purchase order requires completion of supply and installation within 60 calendar days after contract award, with all deliveries made FOB Destination to the specified Auburn, Alabama location. The procurement consists of one line item for the complete HVAC controls upgrade, with the contract to be awarded to the lowest-priced, technically acceptable vendor. While no specific budget range or award value is disclosed, the government reserves the right to determine whether pricing is fair and reasonable before making an award. The project focuses on a single building facility serving the specialized research needs of the Aquatic Animal Health Research Unit, with performance taking place at the USDA facility in Auburn, Alabama.
