STATEMENT OF WORK
Upgrade Building 50 Air Handling Unit Automatic Controls USDA-ARS, Aquatic Animal Health Research Unit, 990 Wire Road, Auburn, AL 36862
1. REQUIREMENTS and SCOPE The current controllers and global control module on the HVAC air handling unit located in building 50 were installed in 2001. An upgrade is needed because this system is faulty, inefficient, and outdated. The HVAC system is comprised of a 50-ton Carrier condensing unit and a York air handling unit. Building 50 consists of multiple office and laboratory spaces on a single ground level floor, which air is provided to through 5 thermostat-controlled zones.
The required components and installation to upgrade the automatic controls include the following:
• Furnish shop drawings, wiring diagrams, and submittal
• Upgrade four universal programmable controllers, one global control module, and install new wire to inputs and outputs
• Replace all air handling unit sensors and wiring to control panel. New sensors will be compatible with new controllers and module. Return Air Sensor, Cooling Coil Temp, Heating Coil Temp, Supply Air Sensors for Zones 1-5, Hot Water Supply Temp, Hot Water Return Temp, and Outside Air Sensor. 11 sensors total
• Replace Hot Water Actuator and mount it in correct position
• Upgrade all 5 Zone Sensors with new wall thermostats
• Check for proper function of all control valves, valve actuators, dampers and damper actuators
• The new system will have the ability to be adjusted, controlled, and monitored through a network connected web interface that does not require a separate control computer. The web interface system must not be obsolete but must be fully supported by its manufacturer and capable of SSL certificate level network protocol security options.
• Proposals should include all the hardware, sensors, actuators, labor, programming of new systems to operate properly, configure user profiles, and train employees on using the new system
• Guarantee supplied equipment and its operation for at least 1 year after installation is complete

2. SITE VISIT
Contractors are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The purpose of a site visit is to observe first-hand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions.
3. PERIOD OF PERFORMANCE
The period of performance is 60 days from the date of contract award.
