About this opportunity

The Department of State seeks supply and delivery of high-grade gasoline octane 95 to the U.S. Embassy in Amman, Jordan, with proposals due July 7, 2026, at 14:00 Jordan Local Time. No set-aside applies. Award will be made to the lowest-priced, technically acceptable, responsible offeror based on initial proposals without discussion, though discussions may be held with companies in the competitive range if necessary.

Place of performance is Amman, Jordan. The contract is structured as an Indefinite Delivery, Indefinite Quantity (IDIQ) with firm fixed price and economic price adjustment. Minimum quantity is 20,000 liters and maximum is 360,000 liters across the base year and option periods. The base year runs 12 months with four optional years and a potential six-month extension. The contractor must furnish, install, and maintain a new fuel pump with two nozzles and an electronic fuel management system compliant with Jordan Standards and Metrology Organization (JSMO) specifications; supply 250 fuel smart cards and two card readers with secure authorization, unique identification, and transaction recording capabilities; and provide a standalone computer system with fuel management software and full staff access. Fuel pump installation must be completed within one day with Government use capability on the second day. All assets and equipment must be contractor-owned; equipment rental, third-party trucks, and subcontracting are prohibited, though Joint Ventures are allowable if legally established and using their own resources.

Deliveries must occur between 08:00–18:00, Sunday through Thursday, with 24 hours' notice required prior to each delivery. Emergency fuel delivery capability must cover 24/7 availability including weekends and holidays at contract unit price without additional charges. Fuel must comply with JSMO specifications. Independent, accredited third-party laboratories must provide fuel inspection reports at no additional cost. Meter calibration certification is required every six months.

Pricing must be submitted in Jordanian Dinar using the official Government of Jordan fuel price applicable for June 2026, subject to economic price adjustment based exclusively on official fuel price changes published by the Government of Jordan. A 2% excise tax applies under the James Zadroga Act; Value Added Tax does not apply due to Embassy exemption. Payment will be made by Electronic Funds Transfer to contractor SAM.gov registered accounts.

The contractor must maintain active SAM registration, possess a Project Manager fluent in English, demonstrate established business presence in Jordan or plans to establish within 30 days, provide audited financial statements for the past five years, and submit evidence of General Liability Insurance (100,000 JOD bodily injury and property damage per occurrence, 300,000 JOD cumulative). Proposals must be submitted in English; certified translations for any documents originally in other languages are at the offeror's expense. The NAICS code is 424720, Petroleum and Petroleum Products Merchant Wholesalers; PSC code is 9140, Fuel Oils.
