About this file

This is Amendment 0002 to Solicitation 19J01026R0003 issued by the American Embassy Amman, Jordan. The amendment is effective June 30, 2026, and incorporates minutes from a June 10, 2026 pre-proposal conference and questions and answers from interested offerors. The amendment does not extend the offer receipt deadline.

The amendment revises multiple contract requirements for fuel supply services. Section 5.1 now specifies that fuel pump installation must be completed within one day with Government use capability on the second day. Section 5.3 expands fuel smart card and reader requirements to include secure authorization of fuel transactions, unique vehicle/user identification, transaction data recording, and effective card management capabilities. Section 6.1 modifies fuel quality standards to require compliance with Jordan Standards and Metrology Organization (JSMO) specifications instead of Government of Jordan or international standards. Section 7.1 clarifies that fuel inspection reports must be provided at no additional cost by independent, accredited third-party laboratories. Section 8 expands emergency fuel delivery to cover 24/7 availability including weekends and holidays at contract unit price without additional charges. Section 16.1 designates electrical power as Government-Furnished Property rather than a utility to be provided. The amendment incorporates historical consumption data from the current contract (ranging from 193,765 to 227,820 liters annually across base and option years), requires offerors to price fuel based on the Government of Jordan's officially issued June 2026 fuel price, removes FAR 52.216-2 from Section 2, requires a detailed execution plan for fuel system deliverables, and adds a Price Adjustment clause allowing adjustments only for direct changes in official Government of Jordan gasoline prices, excluding wage, overhead, fixed cost, or profit adjustments and prohibiting adjustments after final payment.
