About this file
This file is a Questions and Answers document for solicitation 19J01026R0003 for the Supply and Delivery of High-Grade Gasoline 95 to the U.S. Embassy.
The document clarifies technical and operational requirements for three primary deliverables: (1) a complete fuel pump system with two nozzles and electronic fuel management capabilities for accurate dispensing, transaction recording, and reporting on a performance-based specification with no brand mandates; (2) 250 fuel smart cards and two card readers; and (3) a commercially available, standard business-grade standalone computer system with fuel management software. The Government will remove existing equipment before the contractor installs new systems. The installation location is inside the U.S. Embassy compound; site visits were provided at the pre-proposal conference. The contractor must own all assets and equipment with internal labor capacity—equipment rental, third-party trucks, or subcontracting is prohibited. Current tank capacity at the discharge location is 37,000 liters, with the Government reserving the right to modify capacity during performance. All offers must be submitted in English with certified translations for any documents originally in other languages at the offeror's expense. The anticipated contract start date is October 27, 2026. Economic price adjustments apply to fuel costs tied to the Government of Jordan's regulated fuel pricing system, superseding FAR 52.216-2 limitations. Jordanian companies are not exempted from the 2% excise tax under the James Zadroga Act. Payment will be made by Electronic Funds Transfer to contractor SAM.gov registered accounts, including international IBAN-enabled Jordanian bank accounts.

The system shall be commercially available, compatible across all components, and suitable for continuous operational use. Offerors are responsible for ensuring that the proposed system is compatible with the existing infrastructure.

Commercially available fuel management software is acceptable, provided it meets the functional requirements of the solicitation

Answer: Yes, the incumbent contractor will remove the existing pumps and hardware to manage the fueling system. The incoming contractor cannot install the new systems before the outgoing contractor removes their systems. Please refer to Amendment No. 0002 to the solicitation for revised information regarding this requirement.
