About this opportunity
The National Park Service's Pacific West Region is seeking a contractor to lease propane tanks and supply approximately 8,000 gallons of liquefied petroleum gas annually to Pinnacles National Park in California. The procurement involves providing nine leased propane tanks and delivering propane to both these leased tanks and five existing NPS-owned tanks, totaling fourteen tanks across the park's East and West sides. Contractors must demonstrate relevant experience with similar propane supply projects within the past three years and maintain firm-fixed pricing throughout the twelve-month performance period. The solicitation will be evaluated on a best value basis considering price, relevant experience, and past performance, with awards made to a single responsive and responsible contractor. The original July 10, 2025 deadline was extended through two amendments, with quotes now due August 11, 2025 at 4:00 PM PDT, and the performance period adjusted to run from August 18, 2025 through July 31, 2026.
This solicitation operates as a full and open competition with no set-aside designations, targeting businesses under NAICS code 324110 (Petroleum Refineries) with a small business size standard of 1,500 employees. The contract requires approximately four propane deliveries per year depending on weather conditions and power interruptions, with the first delivery scheduled between August 18-29, 2025. The contractor must perform a one-time replacement of the nine currently leased tanks within four weeks of contract award, coordinate with the existing contractor for tank removal, and provide monthly rental services for tanks of varying sizes. Services will be performed at Pinnacles National Park located in San Benito County, California, with deliveries occurring during normal business hours Monday through Friday, excluding federal holidays. While specific contract values are not disclosed, the procurement includes both propane supply services and ongoing tank leasing arrangements, with all pricing required to remain fixed throughout the contract term.
