About this opportunity

The United States Department of Agriculture Forest Service is seeking roadway grading services for the Superior National Forest in Northern Minnesota, covering approximately 1,579 miles of roadways across East and West Zones. The pre-solicitation notice indicates the Forest Service is conducting market research to identify potential contractors capable of performing motor-grader services on crushed aggregate roadways, with requirements including reshaping surfaces, removing corrugations, and maintaining proper road crown and shoulder drainage. Interested companies must provide their business name, SAM UEI, point of contact details, and indicate whether they qualify as a small business under NAICS 237310. Potential contractors should submit their information to Scott Beeman via email by February 26, 2025, with the agency planning to post a formal solicitation in early March and intending to commence service in June 2025. The evaluation criteria will likely focus on technical capability, experience with highway maintenance, and compliance with Federal Highway Projects specifications.

The contract opportunity is not designated for any specific set-aside and will be open to all qualified contractors under the Highway, Street, and Bridge Construction NAICS category. The proposed contract has a potential service duration of up to five years, with initial work scheduled for five grading rounds between June 22nd and November 1st. While specific budget ranges are not disclosed, the extensive roadway mileage suggests a substantial contract value that could be attractive to mid-sized road maintenance contractors. The grading requirements include 886 miles in the East Zone (comprising 388 single-lane, 489 double-lane, and 9 recreation miles) and 693 miles in the West Zone (295 single-lane and 398 double-lane), with actual grading mileage subject to annual variation based on operational needs and available funding. The Forest Service will determine precise grading schedules based on roadway moisture conditions and potential weather constraints.
