General Information

1.0 Scope of Work

Provide roadway grading for crushed aggregate roadways on the Superior National Forest. On the East Zone of the forest, this includes approximately 388 miles of single-lane, 489 miles of double-lane, and 9 miles of recreation roadways for an approximate total of 886 miles. On the West Zone, this includes approximately 295 miles of single-lane, and 398 miles of double lane for an approximate total of 693 miles. Grading mileage on each zone may vary annually based on operational needs or funding.

2.0 Background

Roadway grading, also known as blading, involves the reshaping and smoothing of the roadway with a motor-grader to restore a proper surface crown or cross slope; removal of corrugations and potholes; and restoration of a shoulder area that slopes directly away from the edge of the driving surface towards the ditch. Roadway grading is the primary form of routine roadway maintenance on the Superior National Forest. The goal of roadway grading is to maintain a standard of safety and comfort for motorists by ensuring a smooth traveling surface, and proper roadway drainage. Consistent, quality roadway grading enhances the sustainability of the Superior National Forest’s road system by reducing the likelihood of failure and decreasing the cost and frequency of major maintenance and reconstruction.

Contractor Requirements

3.0 Technical Requirements / Tasks

The contractor must perform the road grading requirement as specified in the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14), and the Forest Service Supplemental Specifications (FSSS) to the FP-14. 4.0 Deliverables / Schedule

The roadway grading worklist is attached to this SOW and provides a detailed list of mileage for each round of grading.

The East Zone and West Zone have different deliverable schedules, both of which are shown below

To meet grading requirements, work must occur when the roadway has a sufficient moisture content. If the roadway material is too wet or too dry, results are unlikely to be satisfactory. Because proper roadway grading is dependent on weather conditions, the following deliverable schedule is a guideline and may be adjusted due to weather and road conditions, and available budget.
