About this opportunity
The U.S. Department of Transportation's Maritime Administration (MARAD) is seeking a contractor to haul out and replace shaft seals for two service craft vessels, PG-615 DYNAMO and PG-616 BOOM, located at the Suisun Bay Reserve Fleet. The solicitation (6991PE25Q000001) requires comprehensive services including vessel haulout, shaft seal renewal, and potential supplemental work, with all activities to be performed in the San Francisco Bay area. Quotes will be evaluated using a Lowest Price Technically Acceptable approach, with technical factors including project schedule, subcontractor details, and past experience with similar vessel work within the last five years. Interested contractors must submit electronic quotes by February 14, 2025, at 1:00 PM PT, with questions due by February 10, 2025. The technical evaluation will assess the contractor's ability to meet the Statement of Work requirements, which include providing all necessary labor, materials, and equipment while maintaining regulatory compliance.
The solicitation is set aside exclusively for small businesses under NAICS code 336611, with a size standard of 1,300 employees. The period of performance is 14 days after vessel arrival at the shipyard, with work expected to commence no later than March 3, 2025. The contract includes two primary Contract Line Item Numbers (CLINs): one for core services covering haulout and shaft seal replacement, and another for supplemental work with 25 hours of labor and up to $4,000 in materials. Both vessels are 56-foot Fleet Utility Crafts built in 1986 and re-engined in 2015, with specific seal replacement requirements: the PG-615 requires a port side seal replacement, while the PG-616 needs a starboard side seal replacement. The place of performance is Benicia, California, and the contract will be awarded to a single responsible quoter based on the most advantageous proposal considering price and technical factors.
