About this opportunity

The Defense Logistics Agency (DLA) Troop Support Subsistence is conducting market research to procure an enterprise subscription service for online database access across multiple military supply commands. The contract will provide comprehensive digital access to a suite of databases covering military specifications, vendor catalogs, procurement histories, and technical reference tools for four DLA commands: Aviation, Troop Support, Land and Maritime, and Information Services. Potential vendors must demonstrate capabilities to provide daily database updates, ensure 24/7 system access, maintain compatibility with DLA network systems, and hold ISO 9000 certification. The solicitation requires contractors to support up to 400 users with robust customer support and comprehensive training services. The pre-solicitation notice was posted on April 25, 2025, with responses due by April 30, 2025, indicating a narrow window for potential contractors to submit their capabilities statements.

The contract appears to have no specific set-aside designation, making it open to a broad range of contractors in the Web Search Portals, Libraries, Archives, and Other Information Services category. The subscription service will cover an extensive database spanning over 16,000 manufacturers and more than 440 million parts, with a base contract period of 12 months and potential for two additional 12-month option periods. While specific award values are not explicitly stated, the comprehensive nature of the service and broad user base suggest a potentially significant contract opportunity. The databases will include cross-referencing and search capabilities across government and industry information platforms, indicating a complex and comprehensive information service requirement. Contractors will need to demonstrate advanced technological capabilities, extensive industry knowledge, and the ability to provide reliable, up-to-date information critical to military logistics and procurement operations.
