i) Product must provide capability to provide information by several search methods:
• Browse data indexes listed above by particular field element.
• Identify a particular FLIS item by search Technical Characteristics Data.
Search elements are in accordance with the Federal Item Identification Guides (FIIG). Product must allow search by Item Name Code, Approve Item Name or Keyword from the Item Name. Product must allow search by one or more Master Requirement Code(s). By defining characteristics, the product will narrow the list of potential matching NSNs. Product must allow display of FLIS data for items matching the search criteria.
• The FLIS database must search obsolete NIINs found in the Section K or E of the FLIS database and instantly reference the correct replacing NIIN.
• Solution must have the capability to accept search terms in batches and produce batch reports allow up to 500 lines. Search criteria include NSN or NIIN, Part Number, CAGE Code, or CAGE Code and Part Number.
• Company Name searches must allow the user to select multiple CAGE's that represent the company name searched (since the user may not know which manufacturer's facility pertains to their search.). Selecting only one CAGE from a Company Name pick list will be considered unacceptable by DLA since searching by only one CAGE code would result in multiple searches that would negatively impact research time.
• Keyword searches must select all the records that match the keyword values.
• System MUST have ability to find parts by ANY PORTION of the part number and narrow the search results by COMPANY NAME – this does NOT include selecting each separate CAGE code to complete the search, which would result in much wasted time. This search must be supported in any databases referencing part numbers, including FILS, CRF, D049, PMA, P2300, etc.
• Technical Characteristics must be searched by specifying any search in the FLIS, and then, narrowing the search by any applicable technical characteristics, regardless of INC (Item Name Code) or Item Names. Users must be able to research parts by entering one or more of its technical characteristics. Users must also have the ability to select one or more answers from a pick list of valid replies. Selecting only one value from the pick list will be considered unacceptable by DLA t since this will not fulfill the purpose of searching by technical characteristics. Users must then be able to cross reference the FLIS data for each technical characteristic record retrieved and instantly view all relevant data to the computer screen.
• Identify FLIS items by submitting a combination of field values. Values must include Part Number, CAGE Code, Source of Supply Code, Federal Supply Class, Item Name Code and Approved Item Name. Keyword searches to identify Federal Supply Class, Product Item Description and Approved Item Name to assist selected these elements are also required.
• Identify FLIS, Vendor or Procurement History information by submitting a query either by keyboard entry or importing a file of ASCII data. For FLIS data, the capability to query by NSN or NIIN, Part Number, CAGE Code, or Part Number and CAGE Code is required. For Vendor data, the capability to query by CAGE Code is required. For Procurement History data, the capability to query by NIIN, FSC, CAGE Code, UIE, Contract Number, Unit Price, Source of Procurement, Date or Fiscal Year of Award is required.
• Identify FLIS, Vendor or Procurement History information by processing an imported file of ASCII data. This search query must be capable of processing a high volume of input items. Queries must be available by NSN or NIIN; Part Number, CAGE Code, or Part Number and CAGE Code. Capability to designate a query result output file; output format file;
and query result error file must be provided. The error file must indicate the query data for which there is no matching reply data.
• The system must provide an instant, clearly visible cross-reference to additional databases that have more information regarding the part searched.
• Users must have the ability to customize their reports to field level data elements. The custom output feature must operate when interactively searching the product or when invoking the batch search capability.
• The system must allow users to search by a NICN (Navy Item Control Number) in the FLIS search screen. If the NICN has been assigned a FLIS record, the system must report back the FLIS record and show the NIIN/NSN cross referenced.
• The APL and AEL databases must have the ability to search by NOMENCLATURE, and HULL #. Nomenclature searches must search all words (regardless of order) and numeric values. This is a key factor for accurately researching APLS. Also, the APL and AEL databases must support batch searching, where users are able to customize their output to a field level. Navy database users, the service must allow output to the Navy's ICAPS and ROMIS software programs. This is needed since output to these programs saves labor time and ensures accuracy.
• Applicable fields or a combination of fields must independently search each database. The AMDF must be searched by any combination of the following search keys: NIIN and LIN; Procurement Histories must be searched by NIIN, FSC, CAGE Code, UIE, Source of Supply, Contract Number and Government Fiscal Year. The MIAPL must be searched by
APL/RIC, Nomenclature, Drawing Number, Specification Number, NIIN, CAGE, Manual Number; DODAAF database must be searched by City, Country, Agency Name, State, Zip Code or DODAAC Code. The CAGE database must be searched by any combination of the following search keys: CAGE, Company Name, City, State, Zip, SIC, Telephone Number.
• Users must not be limited to the number of batch values searched when entering batch values by file.
j) Types of Reply Data Provided: Product must provide capability to provide information by several reply methods:
• Results displayed on workstation monitor.
• Print data elements employing product provided or user created report formats. Product must allow user to create and save a report format to print selected data fields. Each format must include all the available fields from each selected data index.
• Output to a batch must be available in the following formats: Standard formatted reports, user customized formatted reports, ASCII reports or user customized ASCII reports.
• Save results to a file employing product provided or user created report formats. Product must allow user to create and save a report format to store selected data fields. Each format must include all the available fields from each selected data index.
k) Product Updates: The service will include a complete update every 90 days with selected file updates provide every 30 days. It is the responsibility of the vendor to perform the required updates.
