About this opportunity

The Department of the Air Force Global Strike Command is soliciting quotations for Strong Bonds Retreat services to support military personnel wellness and relationship development through guided retreat experiences. The procurement seeks vendors to provide lodging, meeting space, and meals for three separate retreats: two for married military couples and one for single service members, with the primary objectives of enabling couples to strengthen relationship bonds and helping single members develop personal resilience, relationship skills, and self-confidence. Key requirements include fixed pricing for all three retreats, provision of up to 64 participant rooms per event with specified bed configurations, meeting space with full audiovisual equipment accommodating 64 people, and four meals per participant (two breakfasts, one lunch, and one dinner) with multiple entree and vegetarian options. Evaluation will prioritize price submissions ranked from lowest to highest for fairness and reasonableness, followed by technical evaluation of the lowest three offers against solicitation requirements, with all quotes valid for 60 calendar days. Critical deadlines include questions due by 1:00 PM CST on Friday, April 24, 2026, answers posted to SAM.gov by April 29, 2026, and quotations due by 1:00 PM CST on Tuesday, May 5, 2026, submitted to Contracting Specialist Delores A. Harris or Contracting Officer Thomas Hutchins.

This is an unrestricted procurement with no set-aside designation, and no incumbent contractor is identified. The total blanket purchase agreement (BPA) has a dollar limit of $350,000.00 with individual call orders capped at $25,000.00 each, and the period of performance extends up to five years from establishment or until the dollar limit is reached, whichever occurs first. The government will conduct three separate retreat events with preferred dates spanning May 15 through July 19, 2026, requiring a minimum of 15 attendees per event with a maximum capacity of 64 individuals. Services include accommodations for 30 couple rooms plus 4 instructor rooms for marriage retreats and 30 double-occupancy rooms plus 4 instructor rooms for the singles retreat, with all venues required to be within 250 miles of Barksdale AFB, Louisiana, though vendors may propose different locations for each retreat. The contractor must be registered in SAM.gov with a valid Unique Entity Identifier and CAGE Number, maintain a designated English-fluent contract manager with full authority, and the government reserves the right to reschedule events with 14 days' notice at no additional cost or cancel with compensation limited to one night per room for shorter notice cancellations.
