About this opportunity
The Department of the Army New York Army National Guard is seeking to procure the replacement of a rooftop air conditioning unit (RTU) at Building 19 located at Stratton Air National Guard Base in Scotia, New York. The contractor must provide all materials, labor, supervision, and expertise to replace the existing unit with a new 25-ton cooling capacity RTU featuring specific requirements including a 3-stage compressor, economizer package, and 460V/3 phase power. Contractors must also recover and properly dispose of existing refrigerant, modify ductwork as needed, interface with the base's digital control systems, and install a new roof curb with weather-tight sealing. The government will evaluate quotes based on the unit's specifications, lead time, and willingness to pay more for shorter lead times, with contractors required to submit both a price quote and material submittal identifying the specific RTU they will use. A mandatory site visit was held on June 18, 2025, and quotes must be submitted via email to 109.AW.FAL.MSC.CONTRACTING@US.AF.MIL by July 1, 2025, at 12:00 PM local time.
This opportunity is designated as a total small business set-aside under NAICS code 238220 for HVAC contractors with a small business size standard of $19 million. No current incumbents or contractors are identified in the solicitation documents. While specific award values are not disclosed, the contract will be structured as a firm-fixed price arrangement with a performance period requiring contractors to begin work within 14 calendar days of receiving notice to proceed and complete the entire project within 90 calendar days. The work must be performed at Stratton Air National Guard Base in Schenectady, New York, with contractor work hours restricted to 0700-1530, Monday through Friday. Contractors must comply with base security protocols including background checks and antiterrorism training, and the solicitation amendment clarifies that multiple quotes may be submitted provided each variation is clearly explained and that contractors are responsible for providing containers for recovered refrigerant.
