Section 00 21 00 - Instructions

1. INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS

You are invited to submit a quote in response to our Request for Quote (RFQ) W50S8J25Q0016, Project Number VBDZ252104 Replace RTU Building 19, at the 109th Airlift Wing/ Stratton ANGB, NY.

This solicitation is set-aside 100% for small businesses.

QUOTE SUBMISSION PROCEDURES

All quotes shall be submitted via email to 109.aw.fal.msc.contracting@us.af.mil

EVALUATION

Quotes will be evaluated using Simplified Acquisition Procedures IAW FAR Part 13. The Government will award a contract resulting from this solicitation to the responsible contractor who submits the quote which the government determines represents the best value. For the purpose of this solicitation the government will determine best value based on the following:

The contractor shall submit a material submittal along with their quote identifying the rooftop air conditioning unit (RTU) they will utilize for the project, which meets the specifications outlined in the SOW as well as the lead time for that particular unit. The government will not accept a quote proposing a RTU that does not meet the minimum specifications but we may be willing to pay more for a unit with a shorter lead time. The agreed upon unit (make/model/specifications, including lead time) shall become a binding contract requirement upon contract award.

2. NOTICE OF SITE VISIT:

A site visit will be held on June 18, 2025 at 1000. All attendees will meet at the Civil Engineering Building (Bldg. 25), 1 Air National Guard Road, Scotia, NY 12302. Interested parties should email 109.aw.fal.msc.contracting@us.af.mil confirming their intent to attend the site visit. In addition to a valid, Government issue photo ID, attendees should be prepared to present the following information upon arrival at the gate:

(1) Vehicle Registration,

(2) Valid Drivers License,

(3) Proof of Insurance for Vehicle,

(4) Safety Inspection and Car Rental agreement if applicable.

Information provided at this site visit shall not change the terms and conditions of the solicitation and specifications unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.

3. FORMAL COMMUNICATION, OFFEROR EXPLANATIONS:

Any explanation desired by an offeror regarding the meaning or interpretation of the solicitation, SOW, etc. must be requested in writing and with sufficient time allowed for a reply to reach offerors before the submission of their quote. Email questions to: 109.aw.fal.msc.contracting@us.af.mil. Any changes to the SOW, etc will be issued in the form of amendment.

4. WAGE DETERMINATION:

Construction Wage Rates applicable to this project are General Decision Number NY202500022 Modification Number 7, dated 06/06/2025.

5. QUOTE PREPARATION EXPENSES AND PRE-CONTRACT COSTS:

This RFQ does not commit the Government to pay costs incurred in preparation and submission of quotes or for other costs incurred prior to award of a formal contract.

6. CLAUSES

Clauses and provisions from the Federal Acquisition Regulation (FAR) and supplements thereto are incorporated in this document by reference and in full text. Those incorporated by reference have the same force and effect as if they were given in full text.

7. DISPOSITION OFUNSUCCESSFUL QUOTES:

In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful quotes.

8. OFFERORS QUALIFICATIONS:

To establish its responsibility, the apparent low offeror may be requested by the Government prior to award, to submit a statement regarding its previous experience in performing comparable work, its business and technical organization,and financial and bonding resources. This action may be requested to determine if the contractor is responsible.
