About this opportunity
The Department of the Army New York Army National Guard is soliciting quotes for roof repair services at Building 26 for the 109th Airlift Wing located at Stratton Air National Guard Base in Scotia, New York. The base bid involves completely replacing the 3,018 square foot Section A roof with a new 90 mil EPDM membrane roofing system, including removal of existing roofing down to the metal deck, installation of new vapor barrier and R-30 insulation, and addressing HVAC equipment relocations. The project includes three optional scopes: installing 94 feet of guardrails, waterproof coating for Building 26 Section D (3,380 square feet), and waterproof coating for Building 30 (144 square feet). Contractors must provide evidence of three completed EPDM roof repairs of similar scope and magnitude in the northeastern United States, with evaluation based on best value considering both price and non-price factors. A government site visit was conducted on July 1, 2025, and quotes must be submitted via email to 109.AW.FAL.MSC.CONTRACTING@US.AF.MIL by July 15, 2025.
This opportunity is designated as a total small business set-aside with a small business size standard of $19 million for roofing contractors under NAICS code 238160. The project value is estimated between $10,000 and $250,000, with no incumbent contractor identified in the solicitation documents. The contract requires a 30-year roof membrane warranty and 2-year installation warranty, with contractors having 14 calendar days to begin work after notice to proceed and a total completion timeline of 30 calendar days. A bid bond is required, and the contract will be awarded as a firm fixed-price arrangement using simplified acquisition procedures. The work will be performed at Stratton Air National Guard Base in Schenectady, New York, with strict security and operational security requirements for contractor personnel accessing the military installation.

Amendment 1, 7 July 2025 -
The purpose of this amendment is to:
1) Update Wage Determination NY20250002 to modification 9, dated 06/20/2025.
2) Revise the Statement of Work (SOW) to state that the Building 26 Section A roof membrane manufacturer warranty shall be 30 years, and the installation warranty shall be 2 years.
3) Answer questions resulting from the Government provided site visit held on 01 July 2025 @ 1000.
Question 1: Whose responsibility is to disconnect and hoist the recovery unit?
Answer 1: Base personnel will disconnect the electricity to the unit. Contractor is responsible of removing/hoisting the unit out.
Question 2: Split units have a copper condensate line attached. Who is responsible of disconnecting the units?
Answer 2: Should contractor decide to temporarily disconnect the unit, contractor is responsible of the labor. In the past similar projects, contractors managed to replace the roof under the units without the need to disconnect them. Contractor has the freedom to decide how they would like to address the replacement of the roof under the split units.
