This Statement of Work (SOW) details a roof repair project for Building 26 at Stratton Air National Guard Base. The base bid involves completely replacing the roof on Section A, which covers approximately 3,018 square feet, with a new 30-year warranty EPDM roofing system. The project requires full removal of the existing roof down to the metal deck, installation of new vapor barrier, R-30 polyisocyanurate insulation, wood blocking, and a 90-mil EPDM membrane. Additional scope includes relocating HVAC units, removing ductwork, creating new scuppers, and ensuring proper water drainage.

The solicitation includes two optional bid scopes: Option 1 involves installing 94 feet of guardrails on the roof, and Options 2 and 3 involve applying waterproof roof coatings to Sections D and Building 30, respectively. Each option has a 20-year warranty requirement. The project is competitively bid with separate pricing for the base and optional work, and is scheduled to begin 14 days after Notice to Proceed, with a total project completion timeline of 30 days. The work must comply with UFC 3-110-03 roofing military standards and includes strict security, safety, and operational security requirements for contractor personnel.

Repair Roof Bldg 26

DESCRIPTION:

BASE: Building 26 Section A has a flat EPDM roof. The roof has been patched multiple times and presents many HVAC and venting penetrations. The total surface area of Section A is approximately 3,018 square feet. The perimeter flashing is 254 linear feet. The roof system shall be replaced. The roof warranty shall be 30 years. The roof can be accessed through a ladder attached to the building or a portable ladder or lift.

OPTION 1: Install 94’ of guardrails on for Building 26, Section A.

OPTION 2: Building 26 Section D has an EPDM roof. The roof is not leaking. Section D’s area is approximately 3,380 square feet with 234 lineal feet of flashing. The roof shall be coated with a waterproof membrane. The coating warranty shall be 20 years.

OPTION 3: Building 30 has an EPDM roof. The roof is not leaking. Building 30’s area is 144 square feet with 48 linear feet of perimeter flashing. The roof shall be coated with a waterproof membrane. The coating warranty shall be 20 years.

Due to the tight budget, the government may not be able to afford all the options. Therefore, the proposal shall have separate pricing for the base bid and each of the options. Change orders will not be allowed.

The roofs are to be repaired per the most current version of the Unified Facility Code (UFC) 3-110-03 Roofing military standards. The UFC can be downloaded from https://www.wbdg.org. The roof area measurements are approximate and shall be field verified by the contractor during the site visit, and prior to offering a price estimate. If there is a contradiction between the UFC and this Scope of Work (SOW), Contractor shall bring it to the attention of the Contracting Officer Representative (COR), who will provide guidance.

Building 30 General View

1. BASE BID SCOPE – ROOF 26, SECTION A

1.1 EXISTING ROOF SYSTEM REMOVAL: Remove and dispose of the existing roof membrane and insulation down to the metal deck and replace it with an entirely new roof system. No material reuse is allowed. Contractor is to provide their own dumpster. Dumpster disposal locations and movement must be pre-coordinated with COR. Per 29 CFR 1926.852(a), no material shall be dropped to any point lying outside the exterior walls of the structure unless the area is effectively protected (For example: metal or ski fence).

1.2 COMMUNICATION EQUIPMENT AND HVAC: Coordinate the handling of the communication wires and the HVAC unit with the COR. Contractor shall not disconnect any equipment without COR knowledge.

1.2.1 The two (2) split units cannot be disconnected. Contractor shall move them while connected. To reduce the number of roof penetrations, the blocks on which these units sit shall be removed and new blocks placed on top of the new roof. The units shall sit leveled after the reinstallation.

1.2.2 The duct leading from the large 25-ton unit and the energy recovery unit shall be removed along with all the supports and the penetrations shall be sealed.

1.2.2.1 The recovery unit was installed in 2021 but has never run due to balancing issues in the building. Contractor shall dispose of this unit as they see fit.

1.2.2.2 The duct metal shall be cleaned from the insulation and disposed of in the base’s metal dumpster.

1.2.3 The penetration left in the large 25-ton HVAC unit after the removal of the ductwork shall be capped following best practices.

1.3 NEW ROOF: New roof system is to consist of the following materials: new 87 mil vapor barrier, new tapered polyisocyanurate insulation (R30 rating), wood blocking as required, and new non-reinforced 90 mil ethylene polypropylene diene monomer (EPDM) membrane as specified below. All lap seams shall be fabricated with 6 in. (150 mm) seam tape and stripped-in with self-adhering, semi-cured EPDM cover strips.

1.3.1 DECK PREPARATION: Upon removal of the roof system, inspect the deck for areas that may need repair. All joints shall be caulked or grouted. Repair any gaps, cracks, or holes observed.

1.3.2 CONTRACT OFFICER REPRESENTATIVE (COR) NOTIFICATION: Notify COR upon removal of the existing roof. Inspection of the deck is to occur by the COR, and technical CE representative, prior to the start of the new installation. COR or other CE appointed technical representative to be notified for the opportunity to inspect at each layer.

1.3.3 INSULATION: Install two layers of polyisocyanurate tapered insulation (R-30 insulating value is required) in low-rise foam insulation adhesive. Build up the perimeter with tapered insulation to help move water toward drains.

1.3.3.1 A tapered insulation plan is provided below. Arrows point in the direction of the flow. The area around the HVAC unit and ductwork will still need to be sloped to avoid trapping water. The slope shall be 2%.

Insulation Plan

1.3.3.2 The split-face brick is currently 8 inches above the insulation. Should the new insulation rise too high impeding proper termination and water insulation (flashing, termination bars, sealant, drip edge), Contractor may install cover boards over the split face and insulate with EPDM up to the metal edge which is approximately 6 feet x 74 feet in area. An additional area of about 11 feet of brick may need to be cut to accommodate the flashing and termination bar. Alternatively, Contractor may cut the split-face brick along the whole wall. Contractor shall safely remove and reattach the equipment on the wall. Contractor to submit termination detail plan for acceptance prior to any work starting. See the photo below for reference.

Wall to potentially cover and/or cut to insure proper water insulation

1.3.4 DRAINS: Contractor shall cover and seal the existing drains and create scuppers with downspouts on the edge of the building to drain the water on the asphalt near the building. The slope of surrounding roofing insulation and materials is to promote water passage to scuppers without visible pooling. Rise or lower the scuppers as needed to avoid pooling. The scupper opening shall be no less than 4 inches in height and 3 inches in width. Cutting through the walls will be required. Plans showing the wall cut-out is provided in a separate Attachment. Weighted, weather durable splash pads shall be provided at end of drains directing run-off away from building.

1.3.5 COVER BOARD: Install a ½” glass mat gypsum roof board (pre-primed) in low-rise foam insulation adhesive. Note that these roof sections are subject to high winds (109mph per ASCE 7-16) and uplift scenarios. Use to meet wind uplift calculations required by ANSI/SPRI ES-1 for uplift calculations. Alternate recommendations for cover board material will be considered, however, must be submitted for approval and acceptance by the COR.

1.3.6 WOOD BLOCKING: Furnish and install pressure-treated wood blocking to provide 8 inches above the insulation.

1.3.7 SINGLE-PLY ROOF MEMBRANE: Install a fully adhered, non-reinforced 90 mil EPDM (black) sheet. Installation to include a layer of contact adhesive to the substrate and the sheet. All lap seams shall be fabricated with 6” seam tape and stripped-in with self-adhering, semi-cured EPDM cover strips. Care should be taken during installation to not rip or damage any section of EPDM with tools, etc... No repaired sections of EPDM will be accepted. All EPDM section must be new.

1.3.8 METAL EDGE: Install new prefabricated metal edge and fascia to meet wind uplift calculations. Materials to be certified by ANSI/SPRI ES-1. Material and color to match existing, and to be preapproved by COR. Seal the metal edge.

1.3.9 PENETRATIONS: all the penetrations shall be watertight and sealed per manufacturer recommendations and pre-approved by COR.

1.3.10 CANT: Install a cant strip along the wall and bring the membrane at least 2” above the cant or per manufacturer requirements for a 30 year warranty.

1.3.11 Contractor shall install new flashing to match surrounding sections.

1.3.12 In addition to building perimeter and edges, a termination strip will be required where Roof Section meet the walls.

1.3.13 Confirm all roof penetrations are properly sealed, with no gaps. If gaps exist, Contractor to repair.

1.3.14 GAS LINE: A gas line is protruding from the roof and running along the edge (See photo below). Contractor either can cut and reinstall the gas line (following best practices, proper procedures, and codes) or work around the line. The line shall remain 4 inches above the roof level.

1.3.15 Testing: Contractor shall perform a flood test to confirm that no leaks and ponding are present. Should there be any damage to the facility resulting from the failed flood test, Contractor shall remediate it at no cost to the Government.

1.4 Contractor to handle and store all materials according to manufacturer’s requirements. This includes temperatures and other requirements.
