About this opportunity

The Centers for Disease Control and Prevention (CDC) is seeking a contractor to provide comprehensive biospecimen storage services for the National Health and Nutrition Examination Survey (NHANES) program. The solicitation requires a contractor to receive, store, maintain, and ship approximately 500,000 biological samples, primarily stored in 2ml Nunc Cryo vials, with ongoing responsibilities for sample management, freezer maintenance, and inventory control. The agency will evaluate proposals using a best value trade-off approach, with technical factors being significantly more important than price, and will assess offerors on their technical approach, staffing and management plan, and facilities and equipment. Proposals must be submitted electronically by January 6, 2025, at 12:00 PM EDT, with questions due by December 16, 2024, at 10:00 AM EDT. The evaluation will include a technical rating system ranging from Excellent to Unacceptable and a past performance assessment on an acceptable/unacceptable basis.

The contract is designated as a 100% Small Business set-aside and will be awarded as a single Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a one-year base period and four one-year option periods. The place of performance will be at the contractor's facility, with services to be conducted in Hyattsville, Maryland. While specific contract value details are not explicitly stated, the solicitation indicates a minimum contract value of $2,500 with a maximum to be determined. The contractor will be responsible for maintaining 17-23 ultra-low temperature freezers, processing up to 20 lots of 5,000 surplus vials annually, handling specimen shipments ranging from 1 to 30,000 specimens, and providing additional services such as sample consolidation, freezer rental, and disposal. Contractors must have an active registration in the System for Award Management (SAM) to be eligible for award, and the anticipated contract performance period runs from March 15, 2025, to March 14, 2030.
