The National Park Service seeks mechanical operations and maintenance services for the Statue of Liberty and Ellis Island National Monuments under an IDIQ contract, with proposals due August 21, 2026 and a mandatory site visit on July 30, 2026. Place of performance includes both Ellis Island and Liberty Island, New York, plus screening facilities at Liberty State Park, New Jersey and Battery Park, New York. The contract runs five years: base year September 4, 2026 through September 3, 2027, plus four one-year options through September 3, 2031. The Site Manager must hold a license as a Mechanical Professional Engineer with a specialty in mechanical engineering; key personnel (Site Manager, Chief Engineer, Chiller Engineer, and Alternate Site Manager) are non-substitutable during the first 180 days except for illness, death, or termination. All contractor personnel must pass background investigations and obtain NPS park identification cards.

Services encompass 24/7 boiler operations with annual New Jersey Mechanical Inspection Bureau certification, seasonal chiller operations, monthly water chemical conditioning, quarterly filter replacements, semi-annual boiler inspections, and annual fire pump and detection system testing. The contractor must maintain a Site Manager on-site during core hours (6:30 AM to 3:00 PM Monday–Friday) with one-hour emergency response. The contractor must obtain written authorization from Computrols Inc. to service the Building Automation System.

The contract structure includes three service lines: monthly operations and maintenance (CLIN 0010), work order services (CLIN 0020, $3,000 to $100,000 per order, capped at $1,000,000 per period), and special event services (CLIN 0030). Work orders under $3,000 are firm-fixed price; larger orders are time and materials. The base year ceiling is $1 million with four $1 million option years, totaling $5 million. The minimum guarantee is 12 months of monthly services. Contractor personnel are subject to Service Contract Act prevailing wage standards for New Jersey and New York. Liability insurance is required at $100,000 per person, $500,000 per occurrence, and $100,000 property damage.

Evaluation uses Lowest Price Technically Acceptable source selection with a single award. Technical evaluation includes Building Automation System Certification (pass/fail), Prime Contractor Corporate Experience, Staffing Management and Startup, Work Control/Scheduling/Tracking, and Quality Control and Safety. Proposals must be submitted electronically in three volumes: Volume I (pricing, six-page limit on assumptions), Volume II (technical, specific page limits for five subfactors), and Volume III (administration, no page limit). The site visit on July 30 at 9:00 AM EDT is mandatory and limited to three representatives per company.
