The government furnishes limited equipment and utilities at no cost to the contractor, including nominal fresh water and electricity at existing outlets, fuel oil and natural gas for heating systems, a forklift with NPS operator for loading dock assistance, and designated refuse dumpsters for work-generated waste. The contractor is responsible for providing all other necessary equipment (ladders, aerial lifts, etc.) and may request use of government-owned Genie personnel lifts with three days' notice. Government equipment must not be used at non-government locations and must be returned in original condition or the contractor bears replacement costs. The contractor is responsible for periodic servicing and maintenance of all government-furnished equipment per manufacturer specifications. All other utilities required for contract performance, including those supporting contractor maintenance shops and offices, are the contractor's responsibility and expense.

Attachment No. S010 STLI Utilities Maintenance
GOVERNMENT-FURNISHED PROPERTY(GFP)
Government Furnished Facilities
In accordance with FAR 52.245-2 Government Property (Fixed-Price Contracts)(Dec 1989), the Government will furnish to the Contractor the Facilities and structures described.
The Main Powerhouse The Main Powerhouse is 20,500 square feet, completed in 1901. The complete restoration of this facility occurred between the years 1986 through 1989. A new power plant which includes power generation, incineration, boilers, centrifugal chillers and all related Equipment an apparatus necessary for a power plant Utility were installed during the restoration. All of the equipment within this facility has been maintained by contract since the facility re-opened. The Incineration utility was removed from service by the National Park Service. All related equipment for this utility is still in location and falls under the terms and conditions of this contract even though it is out of service.
The Powerhouse was dramatically altered by the storm and the existing and mechanical equipment was damaged and repaired temporarily. The powerhouse is being designed for a major rehab and which includes the relocation of the electric and the replacement of the mechanicals.
The Contractor will have full the responsibility for the first floor of this facility. The contractor will be permitted to use a prefabricated office or construct an office on the 1st floor of this building for the (MPE) and or other staff.
Government areas The second floor of this facility is utilized by the Park Service, excluding the powerhouse chimney educed draft equipment room. Both the men's and ladies locker rooms and toilet facilities, located on the second floor are for the sole use of the Park Service.
Custodial Services for GFP Custodial services for the entire second floor and the staircase leading from the corridor to the second floor of the Powerhouse shall be provided by the Government.
Custodial Services for GFP "Schedule and Type" Custodial services for the Contractor's GFP which is the entire first floor of the Main Powerhouse shall be performed by the contractor. the contractor shall submit for approval a schedule of Frequencies and Type of Janitorial services that the contractor will perform in all GFP areas.
Contractor Responsibilities for Government-Furnished Facilities
The Contractor shall assume responsibiiity and accountability of Government-furnished Facilities provided for and shall take adequate precautions to prevent fire hazards, odors and vermin. The Contractor shall maintain the Facilities turned over for his use <1nd other arec1s useci in the perfnmrnnce of this contract in a clean, neat orderly and sanitary condition. The premises shall be kept free at all times from accumulations of waste material and/or rubbish. The Contractor shall be solely responsible for performing custodial services and disposing of solid waste for the facilities turned over for the Contractor's use.
The Contractor shall obtain written approval from the Contracting Officer prior to making any modifications or alterations to the facilities. Any such modifications or alterations approved by the Government will be made at no cost to the Government.
Facility Inspections of Government-Furnished Facilities
The areas under the Contractor's cognizance will be subject to fire, safety and health inspections by Government personnel acting under the authority of the Contracting Officer. The Contractor shall be responsible for correcting, at no cost to the Government, any violations cited in the areas under the Contractor's cognizance.
At the completion of the contract the Government will require the Contractor to return the Facilities to the Government in the same condition as received, except for normal wear and tear or as otherwise excepted by the Contracting Officer. This could include the total or partial removal of any Contractor improvements made in these areas. The Contractor shall be held responsible for the cost of any repairs caused by negligence or abuse on his part, or on the part of his employees and will not be issued service call chits for such repairs.
Government-Furnished Equipment (GFE)
The following GFE will be furnished by the Government to the Contractor:
No GFE is currently available. The NPS will provide a forklift with NPS operator for loading dock assistance.
The Contractor is required to furnish all other necessary equipment in addition to the Government owned equipment including, step ladders, extension ladders, aerial lifts etc. In the event that the government-supplied equipment is unavailable for the work to be performed, at the discretion of the COR, the Contractor will either reschedule the work or supply the necessary equipment to perform the work and be issued a Task Order
The Contractor shall request the use of the Genie personnel lift from the Maintenance Division three days prior to the scheduled work. The Government-owned equipment will be signed for, picked up and inspected by the Contractor on the day of work commencement and will be returned on the day that the work is completed.
Under no circumstances will Government-owned equipment be used at or transported to any non Government building, facility, structure or property. The Contractor will comply with all OSHA and ANSI regulations while using all equipment on or in government buildings, facilities, structures and properties, whether it is Government or Contractor-owned.
If the Government equipment is returned damaged due to misuse, improper operation or negligence of the operator/contractor the contractor will be responsible for total reimbursement of monitory costs to effect all repairs or replacement (whichever is less) of the damaged Government equipment.
Upon completion and closeout of the contract, the Contractor shall return all GFE to the Contracting Officer in the same condition as originally provided to the Contractor, less normal wear and tear.
Contractor Maintenance Responsibility for GFE: The Contractor shall be responsible for the periodic servicing, maintenance, and repairs of the Government-Furnished Equipment, in accordance with the manufacturers' specifications and sound industrial practice. When this equipment is worn out, due to normal wear and tear, or otherwise no longer desired by the Contractor, it shall be returned to the Government. There is no guarantee that returned equipment will be replaced by the Government.
Water and Electric Utilities
The Government will furnish at no cost to the Contractor nominal amounts of fresh water and electricity at existing outlets for work to be performed under the contract. Information concerning the location of the existing outlets may be obtained from the Contracting Officer. The Contractor shall provide and maintain at his expense, the necessary service lines from the existing Government outlets to the site of the work. In addition to the fresh water and electrical utilities, the Government will also provide at no cost to the Contractor the following services in support of the work performed under this contract:
Fuel Oil and Nat Gas
The Government will furnish fuel oil and natural gas for heating systems. The Contractor shall notify the COR when heating oil is required.
Dumpsters
The Government will provide refuse facilities (i.e. dumpsters). The Contractor will be required to dispose of all garbage and other waste materials generated by his work in one of the designated government provided refuse containers. Should the Contractor require additional dumpsters to support a work effort� the NPS will provide additional dumpsters at the request of the contractor. At no time will these dumpsters be used to dispose of refuse that is not generated by work efforts under the terms of this
, contract. Failure to adhere to this condition will result in the suspension of the provision of the
Government to provide this service with the Contractor, at no additional cost, assuming the full burden for continuation of this service.
All other utilities required for the performance of this contract, including those required to support his maintenance shops/offices shall be provided by the Contractor at no cost to the Government. Except as specified in this clause, the Contractor shall make aITangements to obtain all utilities at its expense.
