The Liberty Island Fire Alarm System is monitored onsite by the park dispatch center (Command Center) and offsite by Advanced Electronic Solutions (AES Fire) during operating hours at 1-973-887-3500, with after-hours monitoring provided by Rapid Response at 800-932-3822 (Account L270095). The system generates three alarm types—Fire Alarm/Urgent, Supervisory Alarm, and Trouble Alarm—each requiring distinct notification and response protocols. Fire Alarm/Urgent activations trigger immediate notifications to U.S. Park Police, Division of Safety and Emergency Management, Buildings & Utilities (B&U), and the Mechanical Contractor, with specific contacts provided for both operating and after-hours periods. Only the Mechanical Contractor or B&U personnel are authorized to reset alarms, and fire alarms must only be cleared after physical inspection by authorized staff including Park Police officers, Emergency Medical Technicians, or maintenance employees. Supervisory Alarms (such as sprinkler valve activations) and Trouble Alarms (system faults) require notification to Facilities Division and the Mechanical Contractor via radio, with escalation to landline contacts if radio communication fails after two attempts.
The Command Center is responsible for documenting all alarm information in the Fire Alarms Command Center Log Book. When the fire alarm system must be disabled, prior notification to the Command Center is required, followed by notifications to U.S. Park Police, EMTs, and Facilities Management, with mandatory fire watch patrols conducted every 30 minutes until the system is restored. Post-alarm notifications must be sent by U.S. Park Police via email within one hour to designated personnel including facility managers, safety officials, and park administrators with alarm details including location, type, responding personnel, times, and disposition.

Response to Fire Alarm Activation
The Libe1ty lsland Fire Alann system is monitored onsite by the park dispatch center (hereafter referred to as the "Command Center") and off-site by an alarm monitoring company (hereafter referred to as the "Central Station Monitoring" or "CSM")
Note: The Ellis Island Fire Alarm system is NOT monitored by the central station monitoring and will be monitored after the Hurricane Sandy construction repairs are completed.

The Fire Alann System has three (3) types of alarms: Fire Alann/Urgent, Supervisory Alann and
Trouble Alann. Each type of alann has different notification and response requirements.
Wl1en an alarm is activated in the Liberty Island fire alann system, a signal is simultaneously sent to the fire monitor screen located in the command center and to the central monitoring station who upon receipt of an alam1 will call the command center by phone to notify them of the alann activation at Liberty Island. The central station monitoring will only notify the command center of an alann activation and will not provide a location.
When the central station monitoring calls to notify the Command Center staff of an alann at
Liberty Island, the command center staff will use the fire alann monitor located in the command center to obtain the type of alarm and location. Once the location and alann type is determined then the command center staff will dispatch the appropriate personnel to the scene. Command

Fire Alann/Urgcnt
A Fire Alarm/Urgent Alarm is an alarm triggered by a signaling device within the.fire alarm system, these include, smoke detectors, heat detectors, pull stations and certain duct detectors.
'nze activation of any of these device types will trigger an alarm notf/ication to the CMS. release door magnets so that doors will ciose to contain the.fire and activate the audibie alarm and strobes to alert the public.
NOTIFICATIONS:
Upon Receipt of a Fire Alann/ Urgent, The command center will make the following notifications:
During operating hours
1. Notify the United States Park Police Via Radio
2. Notify the Division of Safety and Emergen�y Managemeul via radio
3. Notify B&U via radio.
A. lf unable to reach by radio after two attempts, continue calling by radio & call 646-285-5255 until contact is made.
8. After notifying B&U, contact Frank Cook 732-546-4826 and Sean Reynolds 646-739-2437
4. Notify the Mechanical Contractor via radio
After operating hours
1. Notify the United States Park Police Via Radio
2. Notify the Division of Facilities Management by Landlinc:

After operating hours, a member of Facilities will be respond to the park to reset the system
3. Notify the Division of Safety and Emergency Management

4. Notify the Mechanical Contractor via radio
The command center will notify the above personnel of:
(1) The location of the alann,
(2) The type of alarm (Pull Station, Smoke head, Heat sensor)
(3) The smoke head number.

Fire Alarm/Urgent (Continued)
RESPONSE
Once notified by the command center, the personnel will proceed to the location:
If no immediate danger to life and health (IDLH) is found, the unit on scene will verify with the command center the location of the alann to make sure that they are at the correct location. Once confinned, then the Facilities Division and the Mechanical Contractor will respond to the Alann
Panel and confirm the number and location of the activated detector/head.
If a smoke or a fire condition exists then further assistance and resources will be requested via radio and the command center staff will make the appropriate notifications.
RE-SETTING AN ALARM
- If no IDLH is found, the command center shall request that maintenance or the Mechanical
Contractor can attempt to reset the alarm.
- ONLY the Mechanical Contractor or B&U can reset an alarm
- After operating hours, a member of the Park Facilities will be respond to Ellis Island and will be transported to Liberty Island via U.S Park Police Boat to re-set the alarm
- Fire alarms will only be cleared after physical .inspection is conducted by authorized staff.
Authorized staff includes:
A. Officers and Supervisors of the United States Park Police B. Park Emergency Medical Technicians, EMS Coordinator or Division Chief C. Employees of the Park maintenance Division & the Mechanical Contractor.
- Upon determination that the structure is safe to enter, the U.S Park Police Supervisor will be responsible for coordinating reentry into building.
- Once the alarm system has been re-set, the Mechanical Contractor will notify the CMS of the disposition and that the system has been reset.
DOCUMENTATION:
The Command center staff is responsible for documenting all information related to the alarm.
Supervisory Alarm
A Supervisory Alarm is activated when a monitored device which is not a threat has been activated
A Supervisory Alarm can include the activation o..f"sprinkler valves and certain duel detectors
NOTIFICATIONS:
Upon receipt of a Supervisory Alann, the Command Center will notify the Facilities
Division and the Mechanical Contractor via radio.
If unable to reach the Facilities Division and the Mechanical Contractor by radio after two c1ttcmpts, the command center will continue calling hy radio and hy landline at the numbers below until contact is made.

The Command Center will notify the above personnel of:
(1) The location of the alarm.
(2) That it is a Supervisory Alarm

Trouble Alarm
A Trouble Alarm is activated when there is a.fault in the system, this does not mean the system will not function but that it requires attention.
A trouble Alarm can include Ground Faults, Dirty Smoke Detectors, Wiring Faults, etc
NOTIFICATIONS:
Upon receipt of a Trouble Alarm, the Command Center will notify the Facilities Division and C&S via radio.
If unable to reach the Facilities Division and the Mechanical Contractor by radio after two attempts, the command center will continue calling by radio and by landline at the numbers below until contact is made.

( 1) The location of the alarm,
(2) That it is a Trouble Alarm

Post Alarm Notifications
Within one hour of receipt of a notification of any type of fire alarm by the Command Center, the United States Park Police shall E-mail the following personnel with the details (location of alarm, alarm type, personnel that responded, start and clear times and the disposition):

Disabling of the Fire Alarm System
1. In the event that the fire alarm system must be disabled, the command center must be notified prior to the system being disabled.
2. Once notified that the fire system is being disabled, the command center must make the following notifications:
1. Notify the U.S Park Police via radio
2. Notify EMTs via radio (If after hours contact: Franco Paolino 646-265-6636)
3. Notify the Division of Facilities Management by Landline
3. Upon Notification that the Fire System is being disabled, U.S Park Police Officers and
Park Emergency Medical Technicians will conduct fire watch patrols every 30 minutes to check for fire and/or smoke conditions in the areas covered by the fire alarm system until the fire alam, system is placed back into service
