This is a Contractor-Furnished Property (CFP) specification attachment for STLI Utilities Maintenance contract work. The contractor is responsible for furnishing all equipment, materials, parts, direct and indirect labor, supplies, and tools necessary to perform contract work. Equipment items include hand tools, power tools, hoses, utility vehicles, power drain cleaning snakes, air conditioning and refrigeration tools, vacuum pumps, refrigerant reclamation equipment, and chain hoists. Materials and supplies must meet specified standards and may be subject to testing and sampling by the Contracting Officer. All items must be of acceptable industrial grade and compatible with existing systems.
Replacement parts shall be new unless written approval from the Contracting Officer is obtained to use rebuilt parts. All replacement units, parts, and components must be compatible with existing equipment, meet or exceed original equipment specifications, and comply with applicable Government and industrial standards including National Board of Underwriters, Underwriters' Laboratories, and the American Society of Mechanical Engineers. If original manufacturers have updated part quality for current production, supplied parts must equal or exceed updated quality. The contractor must retain replaced parts for at least ten days after job completion for inspection by the Contracting Officer's Representative. Any disputes regarding materials and equipment shall be resolved at no cost to the Government. The Government reserves approval rights for items exceeding $100.00 manufacturer's list price. The contractor must provide storage for maintenance spare parts, maintain proper inventory, and furnish certificates of compliance, manufacturer descriptive data, and product samples as specified. Additionally, the contractor must furnish hand-held portable radios with NPS STLI Frequency for the site superintendent and all management/supervisory personnel, supply fuel and maintenance for all contractor-owned vehicles and equipment, and ensure each vehicle displays the Prime Contractor's name, valid state license plate, and safety inspection sticker.

Attachment No. S012 STLI Utilities Maintenance
CONTRACTOR-FURNISHED PROPERTY(CFP)
Contractor-Furnished Items
The Contractor shall furnish all equipment, materials, parts, direct and indirect labor, supplies, and tools necessary for the performance of all work contained in this contract.
(a) Items- Items of equipment necessary to perform work as required or ordered under this contract shall be furnished, maintained and operated by the Contractor. The items of equipment include but are not limited to hand tools, hand operated power tools, hoses, various utility vehicles, power drain cleaning snakes, air conditioning and Refrigeration hand tools and related Power Equipment (vacuum pump), refrigerant reclamation Equipment, chain hoist's, and all other necessary tools and equipment to be utilized by the Contractor's craftsman. ".
(b) Materials- Materials and supplies procured by the Contractor shall meet the specifications, standards and manuals listed in these specifications. The Contracting Officer may require test data showing that any materials or supplies procured by the Contractor meet the specifications. The Contracting Officer may at any time require samples of materials to be used in work performed under this contract.
(c) Quality- If the quality of an item is not specified, it shall be of acceptable industrial grade and quality, equal to or better than the manufacturer's original and will be compatible with existing systems.
(d) Replacement Parts- Replacement parts shall be new. If new parts are not available, the Contractor may request approval in writing from the Contracting Officer to use rebuilt parts. Use of rebuilt parts without written approval from the Contracting Officer is not authorized. All parts whether new or rebuilt shall carry the full warranty required by this contract.
(e) Replacements- All replacement units, parts, components and materials to be used in the maintenance, repair, and alteration of facilities and equipment shall be compatible with the existing equipment on which it is to be used; shall be of equal or better quality as original equipment specifications; shall comply with applicable Government, commercial, or industrial standards such as National Board of Underwriters, or Underwriters' Laboratories, Inc., National Board of Fire Underwriters, National Electrical Manufacturer's Association, American Society of Mechanical Engineers, etc; shall conform to the applicable specifications and used in accordance with original design and manufacturer intent.

(f) Updated Parts- If the original manufacturer has updated the quality of parts for current production, parts supplied under this contract shall equal or exceed the updated quality. The Contractor shall retain the parts replaced for at least ten (10) days after completion of the job and make these parts readily available for inspection by the COR or his representative upon request.
(g) Disputes When disputes arise concerning material, equipment, and components selected for work items already accomplished, the Contractor shall at no cost to the Government, remove, replace, and/or rework material, equipment, and components so that compliance with the Government's requirements are satisfied. The contractor shall notify the Contracting Officer.
(h) Approval- The Government reserves the right to specifically approve any item with a manufacturer's list price in excess of $100.00. All materials, supplies, parts, and equipment furnished by the Contractor shall conform to the requirements.
(i) Storage- It is the responsibility of the Contractor to provide and store the parts and materials necessary for the continued performance of all firm fixed price lump-sum work as specified herein.
Operating procedures shall be such that the stock of material maintained by the Contractor will be available for projected needs. The Contractor shall ensure proper inventory of maintenance spare parts which he proposes to maintain as "shelf items". The Contractor shall be responsible for replacement of spare parts as they are used.
(j) Administrative Supplies- All administrative supplies and equipment shall be furnished by the Contractor.
(k) Labels- The Contractor shall ensure that all materials to be brought on the contract sites are clearly and accurately labeled. These materials are subject to search and inspection at time of entry to the Station and at any time thereafter.
(l) Certificates- The Contractor shall submit certificates of compliance, manufacturer's descriptive data, and product samples for those items specified by the COR or his representative.
1. Certificates of compliance shall be obtained from material manufacturers attesting that materials conform to the standards and specifications of the original designed intent of that material which is being replaced or restored. .
2. Manufacturer's descriptive data shall include the name of the manufacturer, model number or other identifying information, catalog cut, and other identifying data and information describing the performance, capacity, rating, and application/installation instructions which clearly illustrate that the proposed item meets the applicable standards specified herein.
3. Product samples shall include a sufficient quantity of material to allow for complete analysis and evaluation by the Government.
(m) Radios- The Contractor shall furnish a hand-held portable radios with the “NPS STLI Frequency” for the site superintendent, each management and supervisory person assigned to this contract or subcontract thereto.

(n) Supply- The Contractor shall supply all fuel for Contractor owned vehicles and equipment including all lubricants, spare parts, and provide repair and maintenance necessary to keep all equipment in good operating condition.
Contractor Vehicles
Each Contractor provided vehicle shall show the Prime Contractor's name so that it is clearly visible and shall, at all times, display a valid state license plate and safety inspection sticker. Removable magnetic signs may be used on Contractor and subcontractor vehicles while they are on Ellis Island while supporting the contract.
