About this opportunity
The United States Department of Agriculture Animal and Plant Health Inspection Service (APHIS) is soliciting proposals for the acquisition and installation of a steam boiler to replace an existing Bryan boiler at Joint Base Cape Cod's Forest Pest Methods Laboratory in Building 1398. The new boiler will support environmental climate control and an autoclave system used for biological control and treatment research on invasive pests. Key requirements include that the contractor supply all labor, materials, equipment, and supervision for the installation; demonstrate relevant HVAC and plumbing experience; provide past performance references; comply with federal construction wage requirements; and ensure all staff pass background investigations before performing work at the facility. The government will evaluate proposals using a lowest price, technically acceptable source selection approach, with evaluation criteria focusing on price, technical capability, relevant experience, and past performance. The original quote submission deadline of January 21, 2026 was extended to January 23, 2026 at 1 p.m. ET via Amendment 0001, and a mandatory site visit was held on January 7, 2026, with prospective bidders required to submit identification documentation by January 5th for facility access.
This solicitation is designated as a Total Small Business set-aside with an estimated contract value between $100,000 and $250,000. No incumbent contractor is identified in the solicitation documents. The contract will be structured as a firm-fixed price construction purchase order with a performance period of 120 calendar days following the Notice to Proceed, during which all work must be completed by qualified, licensed technicians working during weekday business hours. The replacement boiler must deliver 50 PSI steam pressure with a capacity between 480,000 and 650,000 BTU (13-16 horsepower), significantly smaller than the existing oversized system, and must support simultaneous autoclave startup, steam kettle operations, and holding room requirements as detailed in the Statement of Work. The project is located in Buzzards Bay, Bourne, Massachusetts at Joint Base Cape Cod, and contractors must coordinate with base facility guidelines, the Fire Department, and the Base Commander regarding all installation activities and security protocols.
