About this file

This file contains RFIs and Responses for RFQ 12639526Q0017, a steam boiler installation project at Joint Base Cape Cod. The primary questions addressed technical specifications regarding the existing boiler system and the requirements for the replacement unit.

Key technical requirements clarified include: the replacement boiler must deliver 50 PSI steam pressure with a capacity between 480K BTU and 650K BTU (ideal horsepower of 13-16 HP), significantly smaller than the existing oversized systems (the non-operational Bryan boiler at 800K BTU/26 HP and the current operating Bryan boiler at 1.2M BTU/36 HP). The boiler must support simultaneous startup of two autoclave units requiring 208K BTU over a 5-minute startup period without pressure loss, weekly steam kettle startup at 15 PSI, and two holding rooms requiring constant 15 PSI each. The government clarified that the existing boiler is oversized rather than undersized, and that performance issues with the autoclave system stem from ancient pipes and valves also scheduled for replacement per the Statement of Work. The government declined to provide specific manufacturer information for the autoclave subsystem, citing proprietary concerns, and did not provide the nameplate specifications of the non-operational boiler.

RFIs & Responses 2, RFQ 12639526Q0017

1. Can the Government provide the manufacture information for the autoclave as the existing plate was not accessible during the site walk? We are not permitted to give specifics on the sub system as it is proprietary. We can state as said in the last RFI "The steam requirement is 50 psi and between 480K BTU and 650K BTU this is a reduced estimation based on a reduction in demand. The old non-operational Bryan boiler is an estimated 800K BTU with a 150 PSI relief valve (no name plate with serial or model number) with the working boiler being a 1.2M BTU Bryan with a 150 PSI relief valve. The requirement is to be able to start two autoclave units that require a 208K BTU 5 minute start up without losing steam pressure and a weekly startup of a steam kettle @15 PSI. There are two holding rooms that also have a constant 15 PSI/each steam requirement."

2. It was stated during the site walk that the existing boiler might be under sized and is believed to be the issue with not allowing the autoclave to reach temps in the required time. Please confirm what size boiler the Government is requiring to be installed? What was stated at the walk-thru was that the existing boiler to be replaced is oversized as an 800K BTU 26hp and the currently operating boiler is extremely oversized at 1.2M BTU 36 hp. The steam requirement is 50 psi and between 480K BTU and 650K BTU with the ideal hp being between 13 and 16 this is a reduced estimation based on a reduction in demand. There are two holding rooms that also have a constant 15 PSI/each steam requirement. The issue with the autoclaves stems from the ancient pipes and valves that are also in the SOW for replacement.
