About this file
This is a Requests for Information (RFI) and Responses document for RFQ 12639526Q0017 concerning steam boiler installation at Joint Base Cape Cod. The document addresses eight clarifying questions submitted by prospective contractors regarding project requirements and site conditions.
Key technical specifications include a required steam boiler with capacity between 480,000 and 650,000 BTU operating at 50 PSI, designed to replace an existing non-operational 800,000 BTU Bryan boiler. The new boiler must support two autoclave units requiring 208,000 BTU for a 5-minute startup without pressure loss, a weekly steam kettle startup at 15 PSI, and two holding rooms with constant 15 PSI requirements each. Additional project clarifications confirm that taxes should not be included in proposals, no known hazardous materials are present, the building will remain occupied during installation, the boiler room is accessible from the exterior only without requiring additional construction for removal, and a commissioning certificate with factory operational training for USDA staff is required upon completion. Contractors must coordinate with Joint Base Cape Cod regarding facility guidelines for ANG facilities, Fire Department, and Base Commander requirements. No temporary steam or electric is anticipated to be needed; however, this will be confirmed prior to project start. Prospective bidders attending the January 7th site visit must submit front and back photos of valid Real ID or passport to james.g.roloff@usda.gov by noon on January 5th for admittance.

RFIs & Responses, RFQ 12639526Q0017
1. Please confirm if taxes should be carried in proposals?
No
2. Please confirm if any state, local, and/or Federal permits will be required on this project?
The contractor will need to communicate with the activity (Joint Base Cape Cod) to ensure they are operating within the guidelines of this facility. The activities included are ANG facilities (natural gas), Fire Department, and Base Commander.
3. Please confirm if there are any known hazardous materials?
No known hazardous materials.
4. Please confirm if the building will be occupied during the project?
Yes
5. Please confirm if any commissioning is required?
A commissioning certificate will need to presented upon completion as well as factory operational training for USDA staff.
6. Please confirm if there are any restrictions on accessing the boiler location or will it be able to be removed through the existing openings?
The boiler room is accessible from the outside only and will not need any additional construction to remove the boiler.
7. Please confirm the BTU's for the new boiler to be installed?
The steam requirement is 50 psi and between 480K BTU and 650K BTU this is a reduced estimation based on a reduction in demand. The old non-operational Bryan boiler is an estimated 800K BTU with a 150 PSI relief valve (no name plate with serial or model number) with the working boiler being a 1.2M BTU Bryan with a 150 PSI relief valve. The requirement is to be able to start two autoclave units that require a 208K BTU 5 minute start up without losing steam pressure and a weekly startup of a steam kettle @15 PSI. There are two holding rooms that also have a constant 15 PSI/each steam requirement.
8. Please confirm if any temporary heat or electric will be required will the project is going on?
We are able to schedule a short down time for the boiler to be secured and do not foresee the need for temporary steam. This will need to be discussed prior to the start of the project.
