Solicitation 12639526Q0017, Attachment 1 Statement of Work For Forest Pest Methods Laboratory Date: July 1, 2025
1.0 CONTRACT PROJECT:
1.1 Title: Steam Boiler Installation – Forest Pest Methods Laboratory, Joint Base Cape Cod, Buzzard’s Bay, MA
1.2 Location: Forest Pest Methods Laboratory (FPML)

1.3 Project Description:
The objective of this project is to acquire and install a steam boiler to replace the existing Bryan boiler. The boiler will be used as environmental climate control and for the autoclave system in Building 1398. This facility is used to conduct biological control and treatment research on invasive pests. The contractor will supply all labor, materials, equipment, and supervision for this installation.
1.4 Scope:
1.4.1 Steam boiler acquisition
- Contractor will research a 1:1 replacement unit that meets the facilities requirements.
- New equipment will be delivered and rigged into place in a predetermined location selected by the COR.
- Contractor will be responsible for site preparation for removal of existing boiler and the installation of the new boiler.
- Contractor will ensure that the boiler meets current demand requirements.
- After boiler installation, contractor will be responsible for an operational performance status report.
- A factory-trained representative will start the new boiler. The boiler manufacturer’s boil out procedure will be performed, as well as all safety tests.
- Contractor will be responsible for providing operational and maintenance school training by a manufacturer’s representative.
- All work performed will be by qualified, licensed technicians during regular weekday business hours.
- A guarantee, either by repair or replacement, any original defects in parts, materials, or workmanship which may be necessitated at any time during the twelve months after completion of the installation, not to include preventative maintenance.
1.4.2 Electricity
· Current boiler room has an adequate electrical supply, so no additional electrical outlets are needed.
· Contractor’s electrician will provide all the necessary wiring for the boiler and feed water system installation. All wiring must comply with the NEC standards.
1.4.3 Plumbing
· Feedwater system will be piped to the existing make-up water supply. A new feed water line will be run at the new boiler’s inlet. Feedwaters terminations will be made and tested.
· Install new steam/condensate pipes to correspond with current piping.
· New boiler will be equipped with ASME code-required valves for the header.
· New piping will be insulated with 1” fiberglass insulation and covered with ASJ (all service jacket), and all fittings will be covered.
· The new boiler will be piped to the flash separator, piped to the existing floor drain and existing venting.
1.4.4 Water filtration and Waste condensate
· Connect boiler to newly installed water filtration system and chemical treatment system.
· Water and waste lines will be insulated with heat trace.
· Each water supply will have backflow preventer.
· Contractor will need to gain approval for water and waste installation by 102nd Air National Guard (Local Water and Waste Supplier).
1.4.5 Security / Accessibility
· Install METASYS JCI monitoring for room temperature.
· Install METASYS JCI monitoring for boiler operations.
· Key swipe access to boiler room.

3.0 REGULATORY REQUIREMENTS:
3.1 The equipment (system control panels and devices specified), materials, installation, workmanship, and operation shall conform to the most stringent applicable requirements of the most recent editions of the following publications and this specification unless otherwise noted:

3.2 Coordination:
3.2.1 The contractor shall coordinate all work with the Contracting Officer's Representative (Bruce Truehart).
3.2.2 The contractor shall submit an installation schedule for review and approval by the Contracting Officer's Representative within 14 days of award.
3.2.3 The contractor shall be solely responsible for coordinating work with all subcontractors and ensuring that all items of joint use in conjunction with installations are completed.
3.3 Access to site and traffic restrictions:
3.3.1 Access to the site shall be arranged by the Contracting Officer's Representative according to the schedule submitted by the contractor and approved by the Contracting Officer’s Representative. The contractor shall coordinate and schedule his/her work under this contract to cause the least interference with the normal flow of visitor and employee traffic.
3.3.2 Work hours will be Monday through Friday, 6:00 a.m. to 5:00 p.m., excluding Government holidays. Requests for exceptions to this schedule shall be made in writing 48 hours in advance and approved by the Contracting Officer's Representative.
3.4 Time for Completion:
All work on this project shall be completed within 120 calendar days from Notice to Proceed.
3.5 Special Provisions:
3.5.1 The contractor will confine all operations to within the work limits of the project and exercise special care to maintain natural surroundings undamaged. Building surfaces that have been altered for the installation of system equipment shall be refinished to match original condition by skilled personnel of the trades involved at no additional expense to the Government.
Finished surfaces of existing facilities that are affected, marred, scratched, or damaged by the contractor will be refinished to match original condition. Patching material will be of the same type, style, and thickness, and shall be finished to match existing adjacent surface construction in color and texture. Patching material, paint color, paint material and paint application methods shall be approved in advance by the Contracting Officer’s Representative.
3.5.2 No building structural members shall be cut or altered without prior approval of the Contracting Officer's Representative.
3.5.3 Any damage resulting from contractor's operation shall be brought to the attention of the Contracting Officer's Representative immediately.
3.5.4 The contractor will take all necessary and reasonable measures to keep the work site clean of trash and debris. Work areas will be cleaned immediately as work in that area is completed, and before moving to a new work site. Place all trash and debris in OSHA approved containers, remove, and dispose of trash off site daily.
3.5.5 The contractor will move all materials and equipment, including ladders and scaffolding from the site at the completion of each day's operation unless otherwise approved by the Contracting Officer's Representative.
3.5.6 The contractor will provide proper safety equipment to workmen and ensure a safe environment for employees and the general public at all times. The contractor will work to ensure free, unobstructed, and safe access to and about the work area.
4.0 WORK RESTRICTIONS:
4.1 Use of Premises:
4.1.1 Limit use of premises to work in areas indicated. Do not disturb portions of site beyond areas in which the work is approved.
4.1.2 Keep driveways and entrances serving premises clear and available to the Government, employees, visitors and emergency vehicles at all times. Do not use these areas for parking or storage of materials.
4.1.3 Limited parking may be available on the site away from each facility.
4.1.4 All contractor staff must pass an appropriate APHIS designated background investigation before performing any work.
a. The contractor must provide a list of intended employees to the Contracting Officer’s Representative seven business days prior to needed access for vetting through Joint Base Cape Cod.
b. The contractor must keep the list of employees up to date throughout the project in the event of employee separation and transfer.
4.2 Adherence to Security Policies and Procedures:
4.2.1 The Contractor shall adhere to all Site, APHIS and USDA security policies and procedures including Code of Federal Regulations Requirements, Standard Operating Procedures, Security Directives, Security Procedures, General Orders, Post Orders and any applicable Government Policies and Procedures.
4.2.2 Failure to adhere to or violation of any above listed requirements, procedures, directives, orders and/or policies may result in criminal prosecution or contractor representative or contractor employee (violator) removal.
| 4.3 | Material and Equipment Storage and Protection: |
| 4.3.1. | Properly store, protect, and carefully handle equipment and materials to prevent damage before and during installation. Equipment and materials shall be handled, stored, and protected in accordance with the manufacturer's recommendations and/or instructions. The Contracting Officer’s Representative will identify a room for storage of equipment and tools during installation. EMT, conduit, wire mold and associated hardware must be stored to provide protection from the weather and accidental damage. Cable and wire must be sealed, stored, and handled carefully to avoid damage to the outer covering or insulation, and damage from moisture and weather. Damaged or defective items will be replaced with new items at no cost to the Government. |
4.3.2 The contractor will protect equipment on site. Safeguarding of equipment is the sole responsibility of the contractor. The Government assumes no responsibility for loss or damage occurring prior to completion of contract and project acceptance.
4.4 Labeling:
The contractor will label all cabinets, control panels, system component enclosures, splice cans and power supply cans on the inside of each respective enclosure with a commercial grade labeling device.
a. Each respective enclosure label will identify accurately as to use of the enclosure and location of field devices, i.e., controlled doors, area(s) of protection, power distribution, system type, etc.
b. Handwritten labels, or handwritten notes, inside any enclosure will not be accepted.
c. Labels must be placed on the inside of each respective enclosure. Labels will not be placed on the outside of any enclosure.
d. The labeling material, method, adhesion and information must be approved in advance by the Contracting Officer’s Representative.
5.0 PROJECT CLOSEOUT:
5.1 Before scheduling the final inspection, remove all tools, equipment, surplus materials, and rubbish. Restore or refinish surfaces that are damaged due to work of this contract to original condition. Remove grease, dirt, stains, foreign materials, and labels from finished surfaces. Thoroughly clean building interiors. Pick up all construction debris from the site. At time of final inspection, project must be thoroughly cleaned and ready for use.
5.2 Three sets of as-built drawings will be prepared and submitted. Drawings must be legible, neat, complete and easily understood.
5.3 All work and contractor-supplied equipment and materials are warranted for one year from date of final acceptance of the project. The contractor will provide any necessary warranty service seven days per week including holidays. Within 24 hours of a phone call from an authorized Government official, the contractor must be on-site, determine the problem, and submit a plan for correction and completion of the problem to the Contracting Officer’s Representative.
