About this opportunity

The Puerto Rico Army National Guard is soliciting inspection and certification services for seven stationary crane systems across five maintenance facilities in Puerto Rico, with quotations due July 2, 2026 at 2:00 p.m. local time. The procurement is set aside as a 100 percent Women-Owned Small Business (WOSB) concern.

Place of performance spans five PRARNG facilities: FMS 2 (Gurabo), FMS 3 (Ceiba), FMS 7 (Vega Baja), FMS 9 (Juana Diaz), and MATES at Camp Santiago (Salinas, buildings 1024, 1025, 1033), with administrative oversight at Fort Buchanan. The cranes range from 7.5 to 25 tons in capacity.

The scope covers inspection, diagnostic reporting, operational and load testing, and certification of all seven cranes in compliance with 29 CFR 1926 Subpart CC, Army Regulation 385-10, DA Pamphlet 385-10, and ASME B30.2 standards. For cranes receiving Amber or Red condition codes or where load testing cannot be safely performed, the contractor must prepare a Deficiency Correction Plan (DCP) as a data deliverable only; no repair services are authorized. The contractor furnishes all labor, equipment, tools, materials, personal protective equipment, and supervision; the Government provides only workspace and utilities. Amendment 001 (effective June 16) descoped all physical repair work from the original requirement, reducing the period of performance to 90 calendar days from date of award.

The NAICS code is 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance); PSC is H339 (Inspection—Materials Handling Equipment). Service Contract Act prevailing wage determination WD 2015-5713 (Revision 29, effective May 13, 2026) applies. Amendment 002 (June 23) incorporated Government responses to industry Requests for Information, requiring quoters to acknowledge receipt of the amendment with their submission. Award will be made to the lowest acceptable quoter based on price evaluation only. Quotations must remain firm for 60 calendar days from the due date.

Update #3 · Latest ·

Amendment 002 Update 23 June 2026:

The purpose of this amendment is to provide Government responses to Requests for Information (RFIs) submitted by industry.
The attached document titled "RFI Responses_W912LR26QA026" is hereby incorporated into the solicitation.

Quoters must acknowledge receipt of this amendment by signing and returning the SF 30 with their quote, or by acknowledging receipt in accordance with the instructions provided in the solicitation.

The solicitation due date for receipt of quotes has NOT been extended.

Except as provided herein, all other terms and conditions of the solicitation, as previously amended, remain unchanged and in full force and effect.

(End of Amendment 002)

Amendment 001 Update 16 June 2026:

The purpose of this amendment is to revise the Performance Work Statement (PWS) to completely descope all physical repair work and transition the solicitation strictly to an Inspection, Testing, Certification, and Diagnostic Reporting requirement. Due to the unknown baseline condition of the crane systems, the Government has removed the requirement to price and perform unforeseen repairs. The resulting contract will establish the mechanical baseline and generate a Deficiency Correction Plan (DCP) for uncertifiable cranes, which the Government will use to formulate a separate, future procurement for repairs. As a result of this descope, the solicitation is extended from 22 Jun 2026 to 2 July 2026, 2:00 pm local time (Puerto Rico). All other terms and conditions, unless expressly specified in this amendment or future amendments, remain unchanged and in full effect.

See Summary of Changes for details.
