About this file
This is a Questions and Answers (Q&A) document from a Request for Information (RFI) process dated June 18–23, 2026, addressing contractor responsibilities for crane inspection and load testing services.
The Government clarified that the contractor must furnish all equipment, materials, and support required to perform the services, including load-test equipment, rigging, test weights, water bags, pumps, and access equipment such as scissor lifts or manlifts. The Government will provide only workspace and standard utilities (water connections and drainage) without guarantees regarding capacity, pressure, or availability. Specific facility details were provided: FMS #2 has water supply and drainage available for the 25-ton crane; FMS #3 has adequate hook height; FMS #7's 7.5-ton crane is inoperative; FMS #9 has a 12-foot clearance and dimensions of 42 feet wide by 50.5 feet long; and MATES' overhead cranes (7.5-ton, 15-ton, and 20-ton) are currently inoperative. Approximate crane heights range from 12 to 30 feet across locations. The Government confirmed no built-in access points (catwalks, ladders, platforms) exist at any facility, and existing Government-owned lifts are unavailable. Contractors must base their quotes on the requirement to furnish all necessary equipment, test weights, rigging, and access equipment in accordance with PWS Sections 3.0, 4.0, and 5.0, with responses posted on June 23, 2026.

1 18-Jun We understand the PWS requires the contractor to provide load-test equipment, rigging, and test weights unless otherwise clarified. Because the required load testing may involve loads up to rated capacity, and possibly up to 125% of rated capacity where proof-load testing is required, we would like to confirm what site support or Government-furnished resources are available (if any) before finalizing a quote.
The Government will not provide site support or resources other than workspace (PWS 3.1) and standard utilities available at the facility (PWS 3.5). The contractor is required to provide all testing equipment per PWS 5.4.2.
23-Jun-2026 Clarification PWS 3.1, 3.5, 5.4.2
2 18-Jun For the load-test portion, is the Government able to provide suitable test loads at each applicable facility, such as certified weights, concrete blocks, or known-weight Government equipment/assets? If Government-provided loads are available, please also confirm whether the Government can provide the required rigging, shackles, slings, lifting fixtures as needed, and qualified personnel to safely attach and remove those loads from each crane.
The Government will not provide test loads, rigging, lifting fixtures, or personnel. In accordance with PWS paragraph 5.4.2, the contractor shall provide all required load test equipment, rigging, and test weights.
23-Jun-2026 Clarification PWS 5.4.2
3 18-Jun Aerial Certifications & Inspections LLC’s intended role would be to inspect the crane, operate/function the crane as needed for the test, verify the test load with our calibrated load cell, document the results, and provide the certification decision. This assumes any Government-provided test load and rigging support would be suitable for suspended load testing and available at the time of inspection.
The Government will not provide test loads or rigging support. The contractor is responsible for furnishing everything required to perform these services as indicated in PWS Paragraphs 4.1 and
5.4.2.
23-Jun-2026 Clarification PWS 5.4.2
4 18-Jun If the contractor must furnish the test loads, water bags, rigging, and related support, please confirm whether each facility has the physical layout and utilities needed for that type of testing. For the 25-ton crane, a water bag suitable for rated-load or proof-load testing may be approximately 21 to
23 feet tall and 12 to 13 feet wide, depending on the required test load. Please confirm whether each site has adequate hook height, overhead clearance, clear floor space, floor capacity, water supply, hose connection, fill location, and an approved drain/discharge location.
The Government provides the following estimated facility details for situational awareness:
- FMS #2: Water supply and drainage are available in the 25-ton crane bay, with space available.
- FMS #3: Hook height is adequate for testing.
- FMS #7: The 7.5-ton overhead crane is currently inoperative, and the area is closed for operations.
- FMS #9: The 7.5-ton crane has a 12-foot clearance from the hook.
The area measures 42 feet in width by 50.5 feet in length.
- MATES: The overhead cranes (7.5-ton, 15-ton, and 20-ton capacities) are currently inoperative. The Government's posture is to not provide any equipment or materials. The Government WILL
NOT provide water bags, test loads, or testing equipment. While contractors may utilize standard utilities available at the site, these are provided without any guarantees regarding capacity, pressure, or availability. The contractor remains responsible for providing all necessary adapters, hoses, and correctly sized access and testing equipment to perform the required services in accordance with PWS
Paragraphs 1.1, 3.5, and 4.1.
23-Jun-2026 Clarification PWS 1.1, 3.5, and
4.1.
5 18-Jun If normal facility water supply is not sufficient for large-volume water-bag testing, please confirm whether the
Government would provide water tanker support, pump/fill support, water connection, and approved drain/discharge support. If water-bag testing is not practical at one or more locations, please confirm whether suitable concrete blocks, certified weights, or other known-weight assets can be made available instead.
The contractor may utilize existing facility water connections
(where available) and discharge clean, chemical-free potable water into approved drainage systems per PWS 3.5.
Note that FMS #2 lacks a fill connection for a bag or tank, and FMS
#9 has a nearby water source for support. Standard site utilities are available without any guarantees regarding pressure or volume capacity. The Government's posture is to not provide any equipment or materials. The Government will not provide water tanker support, supplemental pumps, water bags, or any alternative test weights. In strict enforcement of PWS 4.1 and 5.4.2, the contractor must furnish all necessary test weights, pumps, and load testing equipment.
23-Jun-2026 Clarification PWS 3.5,4.1, 5.4.2
6 18-Jun For the upper crane inspection, please verify whether each crane has a built-in access point, such as catwalks, ladders, platforms, or walkways, to inspect the bridge, runway, trolley, hoist, electrical components, limit switches, brakes, hooks, wire rope/chain, and other upper components.
The Government confirms there are no built-in access points (e.g., catwalks, ladders, or platforms) available for the cranes at FMS #2, FMS #3, FMS #7, FMS #9 (referencing 1910.179(c)(2)), or
MATES. The Government's posture is to not provide any equipment or materials. Any existing Government-owned lifts (such as the lift at FMS #2) are out of service or otherwise unavailable, and will not be provided. Quoters must furnish all supplemental access equipment they deem necessary to safely perform a complete inspection in accordance with PWS Paragraph 1.1 (for example, FMS #2 requires a motorized scissor lift with a reach of at least 30 feet).
23-Jun-2026 Clarification PWS 1.1, PWS 5.4.2
7 18-Jun Please also provide the approximate height of each crane and the available access points. This information is needed to determine whether built-in access is sufficient or whether a ladder, scissor lift, manlift, or other access equipment would be required.
The Government estimates the approximate heights/clearances of the cranes to be as follows:
- FMS #2: approx. 30 feet
- FMS #3: approx. 30 feet
- FMS #7: approx. 15 feet
- FMS #9: approx. 12 feet clearance (located at the Team 2 berm area for the 7.5-ton crane)
- MATES: Team #1 is approx. 15 feet, Team #2 is approx. 15 feet, and Team #3 is approx 20 feet. These measurements are estimates provided solely for situational awareness. The Government's posture is to not provide any equipment, materials, or access lifts. The contractor remains solely responsible for furnishing the appropriately sized access equipment necessary to perform the services per PWS Paragraph 1.1.
23-Jun-2026 Clarification PWS 1.1, PWS 5.4.2
8 18-Jun If built-in access is not available, please confirm whether the
Government can provide a scissor lift, manlift, or other approved access equipment at each location, or whether that equipment must also be provided by the contractor.
The Government will not provide scissor lifts, manlifts, or any other access equipment. In accordance with PWS Paragraphs 1.1, 3.3, and 4.1, the contractor must furnish all equipment necessary to perform the services.
23-Jun-2026 Clarification PWS 5.4.2
9 18-Jun These items materially affect pricing, scheduling, and logistics. If the contractor is required to furnish all test weights or water bags, rigging, access equipment, water supply, fill/drain support, and related support across multiple sites, the quote would need to include those added costs. This would be substantially more expensive than a quote based on
Government-provided test loads, such as concrete blocks, weights, or suitable equipment/assets.
The Government acknowledges the comment, since it is not a question in itself. The Government further reemphasizes that
Quoters must base their quotes on the requirement to furnish all necessary equipment, test weights, rigging, and access equipment, as there will be no Government-furnished equipment or materials for these tasks, in accordance with PWS Sections 3.0, 4.0, and 5.0.
23-Jun-2026 Acknowledgement PWS 3.0, 4.0. 5.0
