About this opportunity

The procurement is a women-owned small business set-aside under NAICS 488320 (Marine Cargo Handling), structured as a five-year IDIQ with firm fixed pricing from November 1, 2026, through October 31, 2031, plus an option to extend six months through April 30, 2032.
Place of performance is Rotterdam, Netherlands, at Steinweg Botlek Terminal and other designated port terminals operated by the 838th U.S. Army Transportation Battalion. Services cover the full spectrum of cargo handling for Defense Transportation System sponsored imports and exports, including vessel loading and discharging, rail and truck cargo operations, container stuffing and unstuffing, intra-port transfers, reception and disposition, and staging area management. The contractor must handle all cargo classes including containers, vehicles up to 150,000 lbs, breakbulk, aircraft, ammunition and explosives, hazardous materials, and sensitive items. Operations are required 24 hours per day, seven days per week, 365 days per year.
Personnel must pass enhanced security screening for criminal, terrorism, and threat-related activity, with vetting by the 598th Transportation Brigade S-2 office. All employees require Workers Identification badges. The contractor must maintain Operations Security protocols, treat information as For Official Use Only, complete mandatory annual OPSEC training, and submit semi-annual vendor threat mitigation reports for foreign subcontractors. A dedicated on-site Safety Program Representative is mandatory, with mandatory safety briefings in English and local language before all operations.
Compensation is via task order with rates established in the Schedule of Rates across fourteen service categories: commodities, extra labor, overtime, shift differentials, equipment rental, port facilities, and out-of-pocket expenses. Amendment 0001 (July 16, 2026) updated the Performance Work Statement; Amendment 0002 (July 31, 2026) extended the due date and updated the Question and Answer log. Evaluation will follow Lowest Price Technically Acceptable source selection. The minimum order value is $2,500 for the first 12 months, with maximum contract value based on awarded amount plus 25% increase. Proposals must include an RFP Information and General Compliance Worksheet, Technical Worksheet (15 pages maximum), Mission Essential Plan (5 pages maximum per DFARS 252.237-7024), and completed Schedule of Rates in Microsoft Excel format with all pricing to two decimal places.
