About this file
This is a Mission Essential Plan template that requires offerors to demonstrate continuity of operations capabilities for stevedoring and related terminal services at Rotterdam, Netherlands during crisis periods.
Offerors must submit a written plan not exceeding five pages describing how they will continue essential contractor services detailed in the Performance Work Statement during a crisis. The plan must address: provisions for acquiring essential personnel and resources to maintain operations for up to 30 days or until normal operations resume; challenges associated with maintaining services during extended events such as pandemics occurring in repeated waves; the time lag between initiating acquisition of personnel and resources and their on-site availability; components and processes for identifying, training, and preparing personnel capable of relocating to alternate facilities or performing remote work; established alert and notification procedures for mobilizing essential personnel; and the approach for communicating crisis roles and responsibilities to contractor employees. Proposals receiving an "unacceptable" rating on any question will result in an overall unacceptable subfactor rating and may render the offeror ineligible for award. This submission is mandatory under DFARS 252.237-7024, Notice of Continuation of Essential Contractor Services.
