About this file
This is a Technical Worksheet template that serves as the evaluation instrument for RFP HTC71126RE121, a Stevedoring and Related Terminal Services (S&RTS) solicitation for port operations at Rotterdam, Netherlands. Offerors must provide substantive responses addressing three primary evaluation areas: labor capabilities, equipment resources, and certifications/port access. The labor section requires demonstration of qualified personnel availability to support flexible scheduling, multiple work sites, and 24/7 contingency operations. The equipment section mandates capability to provide Material Handling Equipment (MHE) capable of moving all cargo classes (vehicles, containers, aircraft, and breakbulk), fixed or portable ramps with 70-ton capacity, heavy tow equipment rated for inoperable vehicles up to 150,000 lbs, and equipment maintenance support. The certifications section requires proof of HAZMAT training certification for at least two personnel per CFR Title 49 Section 172.702 and valid business licenses or work permits from the Host Nation for all prime and subcontractors.
Responses are limited to 15 pages of narrative and descriptive content, excluding cover sheets, tables of contents, government instructions, photographs, certifications, licenses, and signed letters. Offerors must provide clear and convincing rationale rather than paraphrasing PWS requirements; generic responses or mere restatements of government requirements will be deemed unacceptable. Any foreign language supporting documents must include certified English translations. Failure to complete the worksheet entirely or provide all requested attachments may result in ineligibility for award. The Government will evaluate technical approaches for soundness and compliance with PWS task areas outlined in Section 4 (labor), Section 5 (equipment and certifications), and Section 6 (port access).
