The current proposal due date is April 10, 2026, at 10:00 AM Central Time, with multiple amendment extensions having been issued since the original September 23, 2025 posting date.
This solicitation is set aside for Women-Owned Small Business (WOSB) concerns, with the incumbent contractor being the 841st Transportation Battalion. The contract is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) award with an estimated total value of $47,000,000 over the five-year base period from February 21, 2026, through February 20, 2031, with an option for a six-month extension; the Schedule of Rates submitted by the incumbent indicates an annual flat rate of $42,000 for years one through five, totaling $231,000 for the base period with a 25 percent ceiling of $57,750, bringing the total estimated cost to $288,750. Proposals must include a detailed technical worksheet (not to exceed 15 pages), a Mission Essential Plan addressing continuity of essential services during crisis periods (not to exceed 5 pages), and a completed Schedule of Rates with all unit prices in USD to two decimal places. All work will be performed in Norfolk, Virginia, and surrounding port facilities, with contractor responsibility for obtaining proper port and vehicle access clearances as well as compliance with Wage Determination 2015-4341 for labor compensation requirements.
