About this file

This document is a Technical Worksheet for a Solicitation (HTC71125RE128) for Stevedoring and Related Terminal Services (S&RTS) at the Ports of Virginia. The worksheet requires offerors to provide detailed technical responses addressing three critical areas: labor capabilities, equipment provisions, and necessary certifications/port access.

Key submission requirements include a 15-page maximum technical response demonstrating the ability to provide qualified labor for 24/7 port operations, secure material handling equipment capable of moving various cargo classes (including heavy vehicles up to 150,000 lbs), and possess current HAZMAT certifications and valid host nation business licenses. The solicitation is issued by the Department of Defense United States Transportation Command and seeks a contractor to manage military cargo operations at east coast Virginia ports, handling containers, vehicles, breakbulk, and aircraft through comprehensive stevedoring, longshoring, vessel loading/discharging, cargo management, and related logistical services.

Attachment 5: Technical Worksheet

Request for Proposal: HTC71125RE128

** Submission Rules & Instructions: **

1. When completing this Technical Worksheet, the Offeror shall answer each question based on Attachment 1, Performance Work Statement (PWS) requirements. The Offeror shall assume the Government has no prior knowledge of the past or present experience the Offeror may have.

2. The Offeror’s entire submission, based on this Technical Worksheet, SHALL NOT exceed 15 pages in length. Technical Worksheets that exceed 15 pages, will have only the first 15 pages evaluated and all other pages will be removed before the Technical Worksheet is evaluated.

3. The offer shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the contractor intends to meet the minimum requirements identified in the PWS. Statements paraphrasing the PWS or parts thereof, flowcharts simply listing activities related to the PWS, and phrases such as “standard procedures will be employed” without description of how the Government’s requirements will be met will be considered unacceptable.

4. All requested attachments, port certifications, licensing, permits, documentary evidence (photos), and Material Handling Equipment (MHE) lists shall not count against the page limits.

5. Certified English translations must be provided for any supporting document(s) (i.e. Port certification, licensing, or permits) issued in a foreign language (other than English). Documents shall be titled and/or marked as to allow the Government to identify the original document and its certified English translation without confusion.

NOTE** Failure to complete this document in its entirety or attach requested documents may result in an Offeror being ineligible for award.
