The Department of Agriculture Forest Service R2-Rocky Mountain Region seeks vault and flush toilet facility cleaning services at the Arapaho & Roosevelt National Forests and Pawnee National Grassland, Sulphur Ranger District, with quotations due July 20, 2026 at 10:00 AM Central Time. This is a total small business set-aside. Questions are due July 16, 2026 at 12:00 AM Central Time.

Place of performance is Granby, Colorado, covering 20 toilet facilities across four designated groups at developed and dispersed recreation sites throughout the Sulphur Ranger District, including sites around Lake Granby, Meadow Creek Reservoir, Shadow Mountain Reservoir, and Grand Lake. Some roads and sites are unpaved and require travel up steep mountain roads.

The contractor must provide twice-weekly cleaning services (Monday through Friday, 6 a.m. to 10 p.m. Mountain Time) during regular season and shoulder season periods, with winter season Friday-only services for select groups. Services include pressure washing, sweeping, sanitizing, trash removal, and supply restocking. The contractor furnishes all labor, equipment, cleaning supplies, and materials, with a requirement to utilize bio-based products to the maximum extent feasible. Performance standards require an Acceptable Quality Level of 95% with no more than two substantiated customer complaints per month.

The base period runs August 1, 2026 through July 31, 2027, with four one-year option periods extending through July 31, 2031. SRD Toilet Facility Services will be provided at the Arapaho & Roosevelt National Forest and
Pawnee National Grassland. The work is located at developed and dispersed recreation sites
throughout the Sulphur Ranger District, mainly within the Arapaho National Recreation Area. Some
roads and sites are not paved and require travel up steep, mountain roads, see Attachment 3- Vault
