About this opportunity

The Department of the Air Force Air Education and Training Command seeks a 20 megabits per second end-to-end fiber optic point-to-point network connection from Laughlin Air Force Base, Texas to Quemado, Texas, with proposals due June 18, 2026.

Place of performance is Del Rio, Texas. The connection must implement Layer-2 Virtual Private LAN Service (VPLS) technology with Internet Protocol Security (IPSec) and Encapsulating Security Payload (ESP) encryption; the Government will not furnish encryption equipment, so the contractor must include encryption capabilities within the managed service offering. Termination at the Quemado location must occur in a government-owned pedestal using LC or SC type connectors on single-mode fiber pairs. The vendor must provide a 24/7 trouble ticketing process for circuit outage reporting and repair. NAICS code is 517111, Wired Telecommunications Carriers, with PSC DG11.

The base performance period runs September 30, 2026 through September 29, 2027, with four optional 12-month renewal periods extending through September 29, 2031. There is no set-aside. The incumbent contractor is AT&T under contract number FA3099-21-P-0013. Award will be made on a firm fixed price basis using Lowest Price Technically Acceptable (LPTA) evaluation without discussions, assessing price and technical capability. Offerors must submit payment requests via the Wide Area WorkFlow (WAWF) system using Invoice 2in1 document type. The contracting officer is Ivan Gonzalez at Laughlin AFB, with Alejandro Alvarado as the alternate. Amendment 0003 extended the due date from May 15 to June 18, 2026 and revised the detailed technical description dated June 12, 2026. Amendment 0001 added FAR 52.222-90 (addressing racially discriminatory DEI activities) and updated FAR 52.244-6 (subcontracts for commercial products and services). Funds are not presently available; the Government reserves the right to cancel without obligation to reimburse offerors.
