About this file
This is a Questions and Answers document addressing technical and procedural inquiries related to a telecommunications services contract opportunity.
The requirement involves providing IPSec/ESP encryption services as part of a carrier-managed telecommunications offering connecting Location A and Location B (including the distant end at Spofford). The Government will not furnish encryption equipment; therefore, the contractor must include encryption capabilities within the managed service offering. The incumbent contractor is AT&T under contract number FA3099-21-P-0013. The submission deadline for quotes is June 18, 2026, with award determination expected shortly thereafter and notifications to be sent to all offerors. The Government's primary focus is ensuring all technical aspects of the requirement are fully understood to enable accurate pricing from potential offerors.

Questions and Answers:
Question 1. Could you confirm whether the IPSec/ESP encryption is to be provided as part of the carrier-managed service, or whether the Government intends to furnish and manage the encryption equipment at each endpoint (Location A and Location B)?
Answer 1. government furnished equipment does not provide encryption for the segment between the base and the distant end (Spofford) so it has to be part of the carrier-managed service.
Question 2. Is there an incumbent contractor currently providing the existing circuit or telecommunications services associated with this requirement? If so, would the Government be able to identify the incumbent provider? If so, could you please provide the contract number?
Answer 2. Incumbent contractor is AT&T. contract number FA3099-21-P-0013
Question 3. When will approximately the award will be made and are there any specific concerns that needs to be addressed for the government officials?
