About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the U.S. Air Force on May 1, 2026. The amendment modifies solicitation FA309926Q0006, originally dated April 24, 2026, issued by the contracting office at Laughlin Air Force Base, Texas (FA3099 47 CONS-CC). The primary contact is Ivan Gonzalez, with Alejandro Alvarado serving as the contracting officer.

The amendment updates clause FAR 52.244-6 (Subcontracts for Commercial Products and Commercial Services) and adds clause FAR 52.222-90 (Addressing DEI Discrimination by Federal Contractors). The new 52.222-90 clause prohibits contractors from engaging in racially discriminatory diversity, equity, and inclusion (DEI) activities and requires contractors to furnish information and provide access to records for compliance verification. Noncompliance may result in contract cancellation, termination, suspension, or declaration of ineligibility for future government contracts. Contractors must report subcontractor violations to the contracting officer and inform the contracting officer if any subcontractor sues regarding the clause's validity. The clause defines "racially discriminatory DEI activities" as disparate treatment based on race or ethnicity in recruitment, employment, contracting, program participation, or resource allocation. The updated 52.244-6 clause requires contractors to incorporate commercial products and services into subcontracts and specifies a comprehensive flowdown table of FAR clauses applicable to commercial product and service subcontracts, including clauses addressing ethics, whistleblower rights, veterans' employment, labor standards, trafficking in persons, security requirements, and vessel preferences. All substantive amendments must be acknowledged by contractors prior to the offer submission deadline.
