About this file

This document is Amendment 3 to federal contract FA3099-26-Q0006, specifically Attachment 1 outlining revised technical and service requirements for the Spofford Circuit fiber network connection.

The requirement calls for a 20 megabytes per second (Mbps) end-to-end fiber optic network connection between two locations: 581 Liberty Drive at Laughlin Air Force Base in Laughlin, Texas 78843, and 14776 Highway 131 in Quemado, Texas 78877. The connection must be implemented using Layer-2 Virtual Private LAN Service (VPLS) technology functioning as a point-to-point fiber optic circuit that creates a single private Ethernet broadcast domain. Security shall be provided through Internet Protocol Security (IPSec) and Encapsulating Security Payload (ESP) protocols, with no public internet or ISP data transport required. The point of demarcation at both delivery points must be a fiber optic connection using either LC or SC type connectors on single-mode fiber pairs, with the termination at the Quemado location positioned inside a government-owned pedestal. The vendor must provide a 24/7 trouble ticketing process for reporting and repairing circuit outages. The service period extends from September 30, 2026, through September 29, 2031, representing a five-year period of performance.
