The Army Contracting Command at Aberdeen Proving Ground issued a Special Notice on May 20, 2026, seeking innovative solutions to capture vehicle platform data in real-time and transmit maintenance and logistics information to command-and-control nodes in degraded, disconnected, intermittent, and limited bandwidth environments, with white papers due June 12, 2026. This solicitation is a Special Topic under the Army Applications Laboratory Broad Agency Announcement W911NF-24-S-0008 and carries no set-aside restriction.

The Army seeks technologies that overcome current challenges transmitting sustainment telemetry from tactical vehicles to enable predictive logistics analysis, reduce Non-Mission Capable rates, and preserve combat power during Large Scale Combat Operations. Required solutions must connect via CAN bus to vehicle ECUs using common protocols (J1939, J1708); collect fuel levels, potable water supplies, munitions quantities, and maintenance faults from specified wheeled platforms (JLTV, FMTV, HEMTT, M978 Fueller, M1074/1075 PLS, M149(A2) Water Buffalo, and HIPPO); operate on 12–24 volts vehicle power; autonomously report at defined intervals; store data for up to 24 hours; provide standardized APIs for military software integration; and support SATCOM, radio, and Ethernet transport with integration into MILTAK 5.1 software.

Vendors must deliver and integrate at least ten fully operational solutions by November 6, 2026. The government anticipates awarding one or more FAR-based contracts along with potential grants, cooperative agreements, or Other Transaction Agreements, with an anticipated contract start date in September 2026 and 12-month duration. A webinar is scheduled for May 28, 2026. White papers should be submitted to predictive-sustainment@aal.army with the specified subject line by June 12, 2026 at 11:59 AM CDT.

As Army operations become increasingly data-driven, tactical units require enhanced capabilities to capture vehicle platform data and apply it toward predictive sustainment. Telemetry data, including maintenance faults, fuel levels, potable water supplies, and ammunition counts, can drive real-time logistics calculations. By giving sustainment units real-time visibility into forward-deployed 
assets, the Army can ensure precise bulk distribution and maintain accurate operational status reporting.


However, transmitting this real-time sustainment data from tactical vehicles to command-and-control (C2) nodes remains a challenge in degraded, disconnected, intermittent, and limited (DDIL) bandwidth environments. Current challenges associated with the transmission of data need to be addressed to enhance sustainment response times. An effective solution must overcome these DDIL constraints, equipping Commanders with the real-time data necessary to make proactive sustainment decisions, minimize Non-Mission Capable (NMC) rates, and preserve combat power.

The Army Applications Laboratory (AAL) is seeking solutions that capture platform data across the battlespace. The solution will connect directly to vehicle platforms and transmit real-time data of maintenance and logistical needs to command systems. This solution will provide strategic overmatch through predictive logistics analysis and sustain combat operations in a contested environment during Large Scale Combat Operations (LSCO).
