About this opportunity
The Department of the Army is seeking commercial or non-developmental item solutions to modernize the Heavy Tactical Wheeled Vehicle fleet through the Common Tactical Truck (CTT) program, authorized under DFARS Subpart 212-70. The CTT will replace capabilities currently provided by the Palletized Load System (PLS), Heavy Expanded Mobility Tactical Truck (HEMTT), and M915 Line Haul Tractor, with six vehicle variants including Load Handling System, Line Haul Tractor, Tanker, Wrecker, Off Road Tractor, and Cargo configurations. Key requirements include mild-hybrid propulsion systems with at least 60 kW continuous power export, drive-by-wire architecture compatible with future autonomy kits, modular swappable cabs, highway legality, air/sea/rail transportability, electromagnetic hazard protection, and Right to Repair provisions. The evaluation will employ a competitive, phased process assessing solution briefs on responsiveness, technical merit, and affordability; presentations on solution effectiveness, technical feasibility, risk levels, schedule viability, company viability, and intellectual property considerations; and full Commercial Solution Proposals on technical acceptability and price affordability. Interested offerors must submit a ten-page white paper by 1:00 p.m. EDT on April 8, 2026, with the full solicitation CSO W912CH-26-S-C001 valid through April 2032.
This solicitation involves no set-aside designations and does not identify any current incumbents or contractors. No specific award values or budget ranges are disclosed in the solicitation materials. The Army will consider awarding contracts for all six variants, single variants, or subsets thereof, with the period of performance structured as a five-year base period and potential for additional ordering years. Awards will be structured as fixed-price contracts, including fixed-price incentive fee arrangements. The place of performance is managed by the Product Director for CTT located at Detroit Arsenal, Michigan, with submissions directed to the email address usarmy.detroit.cpe-cl.mbx.pm-ts-ctt-rfp@army.mil, and the Government reserves the right to cancel requests at any point or make awards to all, some, or none of the selected solutions based on program priorities, negotiation outcomes, and funding availability.
