The contracting office is the Department of the Army, Army Contracting Command, ACC-APG (W911NF), Research Triangle Park Division, located at 800 Park Office Drive, Research Triangle Park, NC 27709. White papers must be submitted by email to predictive-sustainment@aal.army with subject line "Predictive Sustainment: Real-Time Data Special Topic" by the deadline of June 12, 2026 at 11:59 AM CDT. The Government anticipates awarding one or more FAR-based contracts, along with potential grants, cooperative agreements, or Other Transaction Agreements (OTAs) per 10 U.S.C. 4022. The anticipated contract start date is September 2026, with solutions delivered by November 6, 2026, followed by refinement windows, validation exercises, and final refinement phases extending through August 2027. Duration of award is anticipated as 12 months, with funding commensurate with agreed-upon scope of work. Evaluation will be conducted by government subject matter experts using AAL BAA criteria, including assessment of scientific/technical merit, technical risk, potential Army mission contributions, cost realism, teaming arrangements, design and production capabilities, personnel qualifications, and past performance. Synopsis: The Army Applications Laboratory (AAL) and the Pathway for Innovation and Technology (PIT) are seeking technologies related to Predictive Sustainment: Real-Time Data for the 1st Cavalry Division as a Special Topic under the AAL Broad Agency Announcement (BAA) W911NF-24-S-0008 for Disruptive Applications and related research as described below.

Upon receipt, the Government will evaluate submissions through the process established in the BAA except for as modified herein. The Government reserves the right to cancel this special topic without award for any reason. Issuance of this notice does not commit the Government to pay for any preparation costs incurred in compiling a response.

As a general matter, all requirements referenced in BAA W911NF-24-S-0008 apply to this effort. The Government anticipates awarding one or more FAR based Contract, under this Special Topic, but will consider other potential award types listed in the AAL BAA, to include procurement contracts, grants, cooperative agreements and other transaction agreements (OTAs) in accordance with 10 U.S.C 4022. A follow-on production contract or transaction may be awarded to participants that successfully complete a prototype project under this Special Topic.

PROJECT DESCRIPTION – Background

As Army operations become increasingly data-driven, tactical units require enhanced capabilities to capture vehicle platform data and apply it toward predictive sustainment.

Telemetry data, including maintenance faults, fuel levels, potable water supplies, and ammunition counts, can drive real-time logistics calculations. By giving sustainment units real-time visibility into forward-deployed assets, the Army can ensure precise bulk distribution and maintain accurate operational status reporting.

However, transmitting this real-time sustainment data from tactical vehicles to command-and-control (C2) nodes remains a challenge in degraded, disconnected, intermittent, and limited (DDIL) bandwidth environments. Current challenges associated with the transmission of data need to be addressed to enhance sustainment response times. An effective solution must overcome these DDIL constraints, equipping Commanders with the real-time data necessary to make proactive sustainment decisions, minimize Non-Mission Capable (NMC) rates, and preserve combat power.

The Army Applications Laboratory (AAL) is seeking solutions that capture platform data across the battlespace. The solution will connect directly to vehicle platforms and transmit real-time data of maintenance and logistical needs to command systems. This solution will provide https://aal.army/assets/files/pdf/baa-published-announcement.pdf strategic overmatch through predictive logistics analysis and sustain combat operations in a contested environment during Large Scale Combat Operations (LSCO).

Solution delivery is required by 06 November 2026. Full solution delivery and installation are required by 06 November 2026. Following initial delivery, the solution will enter a baseline evaluation period where Soldiers will begin initial training and demonstrations. During this window, the product configuration will remain fixed to ensure an accurate assessment of the initial capability. From December 2026 through February 2027, vendors will enter a designated refinement window to adapt the product based on initial soldier feedback. This will be followed by a formal validation phase from February through April 2027, during which the unit will test and evaluate the system's function during large-scale training exercises. A final refinement cycle will occur from May through August 2027, allowing vendors to incorporate soldier feedback and technical data collected during the validation exercises to finalize the solution for operational use. Please refer to the Key Dates section for anticipated project timeline.

Performance Objectives:

1) System

a. Solutions must support common protocols, standards, and plugs (ex: J1939, J1708) to connect to the vehicle ECU via CAN (Controller Area Network) bus

b. Solutions must be able to collect the required data from one or more of the wheeled platforms in an Armored Brigade Combat Team: JLTV variants, FMTV variants, HEMTT variants, M978 Fueller, M1074/1075 PLS, M149(A2) Water Buffalo, Load Handling System Compatible Water Tank Rack (HIPPO)

c. Solutions must operate using vehicle power (12-24v)

d. Data collected from the vehicles should include one or more of the following:

i. on-hand fuel levels, from fuel storage and vehicle tank

ii. water storage levels

iii. munitions quantities

iv. maintenance faults

e. Data can be collected from the ECU in addition to sensors provided by the vendor’s solution

f. Reference Appendix A: General Vehicle Data Matrix for more information

2) Data Management

a. Solutions must autonomously report on hand fuel, water levels, munitions, and critical maintenance fault data at defined intervals

b. Data collected from vehicle platforms need to transmit to command centers, enabling continuous reporting and expedited maintenance and supply distribution

c. Solutions must have the ability to access and store data for up to 24 hours, including in a DDIL environment

3) Network Communications

a. Solutions must allow other military software to easily pull and request data using a standardized Application Programming Interface (API) or similar (e.g., gRPC, WebSockets, MQTT, GraphQL, Model Context Protocol), and vendors must be prepared to provide the associated documentation for the interface

b. Solutions must be able to transmit reports when in motion and while stationary

c. Solutions should have minimal signature when transmitting data

d. Solutions should provide efficient encapsulation of data through low bandwidth network links

e. Solutions must be compatible with common communication transport methods including SATCOM, Radio Communications, and Ethernet

f. Solutions should facilitate the capability to rapidly integrate into MILTAK 5.1 software baseline

g. Solutions must leverage existing Army transport architectures by interfacing with onboard communication hardware

i. Vendor is responsible for providing the necessary physical and logical interfaces (e.g., cabling, drivers, and network bridging) to connect the proposed solution to the vehicle's communication hardware

Quantities: Vendors should be able to deliver and integrate at least ten (10) fully operational solutions by 06 November 2026.

Scope of the Call

This special topic invites white papers on the topic of Predictive Sustainment: Real-Time Data, as part of the Army Applications Laboratory BAA for Disruptive Applications.

A limited number of companies that submit white papers may be selected to submit a full proposal after a technical evaluation by the Government.

The solution may be applicable to various military applications, and it is not known at this time what the quantities or dollar values will be, or which program office or agency may produce any follow-on product.

White papers should propose innovative solutions that provide actionable sustainment insights and resilient data transport in contested environments. The primary goal is to enable a predictive logistics network that ensures tactical overmatch during Large Scale Combat Operations. Submissions must demonstrate the potential to transform vehicle data into a decisive operational advantage, even when operating under severe bandwidth constraints.

Research Themes

White papers should relate to one or more of the following themes:

1. Real-time data collection, logging, and sharing

2. Predictive sustainment analysis

3. Data optimization

4. Edge computing

Application Process

Eligibility: Applications for this call will follow the eligibility requirements of the Army Applications Laboratory BAA. Should you require clarity regarding the eligibility of a particular institute, please send a request to predictive-sustainment@aal.army.

Number of Awards: The Government anticipates awarding one or more contracts.

Duration of Award: The Government anticipates a 12-month period of performance.

Funding: Funding will be commensurate with the agreed upon scope of work for this effort.

Evaluators: Government employees that are subject matter experts in the topic area.

Closing Date: The deadline for submissions for award is 12 JUN 2026 at 11:59 AM CDT. White papers received after 11:59 AM CDT on 12 JUN 2026 will not be evaluated or considered for award. It is the responsibility of the submitting party to confirm receipt of submissions.

Note: This special topic will not follow the typical AAL BAA submission instructions that direct white papers to be submitted through the white paper submission tool portal.

Evaluation Criteria

1. Submissions will be evaluated under the evaluation criteria of the AAL BAA. Required documentation is outlined in the BAA document. The following areas will be used during evaluation:

a. b. The potential contributions of the effort to the Army mission.

c. Cost realism and reasonableness.

d. Teaming arrangements and methodologies for creating and modifying teaming arrangements with other organizations (if applicable).

e. Availability of government funds to complete vendors’ proposed R&D activities and likelihood of government funding being available for future procurement and fielding.

f. The applicant's design development and production capabilities, related experience, facilities, techniques, or unique combinations of these, which are integral factors for achieving the proposed objectives.

g. The qualifications, capabilities, and experience of the proposed principal investigator, team leader, or other key personnel who are critical to achievement of the proposed objectives.

h. The applicant's record of past performance.

Rights in White Papers

Government rights prior to Contract/Agreement award. By submission of its white paper or proposal, the Submitter agrees that the Government:

May reproduce the paper or proposal, or any portions thereof, to the extent necessary to evaluate the white paper/proposal IAW the evaluation criteria set forth in the Notice, and shall use information contained in the white paper/proposal only for evaluation purposes and shall not disclose, directly or indirectly, such information to any person including potential evaluators, unless that person has been authorized by the head of the agency, his or her designee, or the Contracting/Agreement Officer to receive such information.

Review

White papers will be reviewed by the Government evaluators. Companies whose white papers receive the best evaluations may be invited to submit a full proposal.
