About this opportunity

The United States Marine Corps is soliciting proposals for Special Operations Forces (SOF) Curriculum Services to provide subject matter expert support, curriculum development, and instructional services at the Marine Corps Mountain Warfare Training Center. The contractor will deliver classroom instruction and develop curricula for four formal programs of study: the Summer Mountain Leaders Course, Winter Mountain Leaders Course, Scout Skiers Course, and Mountain Operations Staff Planning Considerations, which are conducted two to three times annually with an expected annual student throughput of approximately 250 personnel. Key qualifications include a fully qualified former operator with a minimum of 12 cumulative years in Marine Special Operations Forces or equivalent special operations units, completion of Mountain Leader Courses, a Marine Corps Physical Fitness Test minimum score of 235, a Top Secret/Sensitive Compartmented Information security clearance, and a minimum of two years of instructional experience. The government will evaluate proposals using a best-value tradeoff analysis considering technical capability, price, and past performance, with proposals not to exceed 50 pages submitted in 12-point Times New Roman font, single-spaced. The offer due date was March 6, 2026 at 09:00 AM local time, with proposals to be submitted electronically to the identified Marine Corps points of contact.

This solicitation is set aside 100 percent for Women-Owned Small Businesses under NAICS code 611430 and represents a recompete with incumbent Strategic Advantage Solutions International. The contract value is USD 15,000,000.00 for a single 12-month firm fixed-price contract line item with no option periods currently anticipated, with a period of performance from March 16, 2026 to March 15, 2027. The contractor must provide one full-time equivalent position requiring on-site presence at Marine Corps Mountain Warfare Training Center in Bridgeport, California five days per week for eight hours daily, with extended hours frequently required during training events and exercises. All travel costs, including anticipated trips to 29 Palms California, Tampa Florida, and Camp Lejeune North Carolina, must be included in the unit price with no separate reimbursement. The contractor must submit two separate monthly deliverables—a Monthly Status Report and a Performance Assessment Report—and conduct quarterly meetings with the Contracting Officer's Representative, with a post-award kickoff meeting required within seven days of contract award.
