About this file
This file is a Questions and Answers document addressing clarifications on the Special Operation Forces Curriculum Services solicitation. The requirement is a recompete with incumbent Strategic Advantage Solutions International, seeking one (1) FTE to provide curriculum development, sustainment, and instruction delivery at Marine Corps Mountain Warfare Training Center (MCMWTC) in Bridgeport, California. The contractor must be physically on-site five days per week, eight hours per day, with extended hours frequently required during training events and exercises. The training delivery includes Weapons and Marksmanship Leadership Course (twice yearly), Squad Marksmanship Leadership Course (twice yearly), Sniper Selection Course (twice yearly), and Military Occupational Specialty Professional Course (three times yearly), with course duration varying from approximately one hour of instruction plus one hour of practical application for formal classes to longer periods for technically demanding courses.
Personnel requirements include a comprehensive technical knowledge of training curriculum fields, participation in information and planning meetings, communication with training centers and external commands, and development of briefings and reports. The individual must have previously held a TS/SCI clearance and be TS/SCI eligible at the time of proposal submission. The solicitation is structured as a single 12-month Firm Fixed Price CLIN with no option periods currently anticipated. All travel costs, including anticipated CONUS travel to locations such as 29 Palms, Tampa, and Camp Lejeune, must be included in the unit price and will not be reimbursed separately; travel reimbursement assumes GSA per diem rates unless otherwise specified. The contractor must submit two separate monthly deliverables: a Monthly Status Report (MSR) and a Performance Assessment Report (PAR). The Contracting Officer's Representative will determine prioritization if formal school and military training exercise events overlap.

Questions and Answers
1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Asnwer: This is a recompete, with the incumbent contractor being Strategic Advantage Solutions International
2. How many FTE's are required for this contract?
Asnwer: (1) FTE
3. How long are the classes being taught?
Asnwer: Course dependent. A formal class is roughly an hour with associated practical application being the same amount of time. A more technically demanding class will require more time.
4. How many convenings per year?
Asnwer: MCMWTC conducts WMLC (2) times per year, SMLC (2) times per year, SSC (2) times per year, MOSPC (3) times per year.
5. When not teaching, will the FTE's be expected to develop and maintain curriculum?
Asnwer: The instructional range requires a contractor with a comprehensive knowledge of the technical fields associated with the training curriculum to provide: 1) development and sustainment of curriculum, and 2) delivery of instruction. Contractor personnel shall participate in information and planning meetings; communicate with training centers and external commands and develop or provide input to briefings and reports.
6. How many hours per week will the FTE's be required to support this contract?
Asnwer: (8) hours per day, (5) days per week. However, during the execution of training events and exercises, extended hours beyond the standard workday may be frequently required.
7. Can the period for offer acceptance be extended?
Answer: No, the period for offer acceptance cannot be extended because the requirement is time-sensitive.
8. The addendum to FAR 52.212-2 describes a best value tradeoff process with Technical Capability, Price, and Past Performance as factors.
Could the Government clarify the relative importance of these factors (e.g., in descending order) and how non-price factors (combined) compare to price (e.g., significantly more important, approximately equal, etc.) per the tailoring instructions in FAR 52.212-2 and FAR 12.602?
Answer: The evaluation factors and their relative importance are as stated in the solicitation and the addendum to FAR 52.212-2. Offerors are advised that proposals will be evaluated using a best value tradeoff process considering the factors of Technical Capability, Price, and Past Performance. No additional weighting or prioritization of the evaluation factors beyond what is stated in the solicitation will be provided. Offerors should prepare their proposals in accordance with the evaluation criteria as written. Any changes to the evaluation factors or their relative importance will be issued through a formal solicitation amendment if applicable.
9. Knowing that the incumbent currently works remotely outside of course periods can the government clarify - Section 3.1 states most work is performed at Government facilities and training areas, and Section 8.1 requires all travel costs to be included in the unit cost of the CLIN. Can the Government clarify whether the SOF SME is required to be physically on-site at MCMWTC (Bridgeport, CA) on a full-time daily basis (e.g., 5 days per week, 8 hours per day), or whether the requirement is eventdriven (e.g., presence required during formal schools, MTX rotations, planning conferences, and scheduled coordination events only)? Additionally, is telework authorized for curriculum development, reporting, and planning functions when not actively supporting execution of events, and what are the expected core duty hours outside of exercise execution windows?
Asnwer: Contractor is to be present on site every workday. Remote work is not an option. Situational telework is possible during inclement weather or road closures per the TCO. Contractor will average (8) hours per day, (5) days per week. However, during the execution of training events and exercises, extended hours beyond the standard workday may be frequently required.
10. Sections 3.1 and 8.1 require all travel costs to be included in the unit cost of each CLIN and will not be reimbursed separately. Table 4 lists anticipated CONUS travel.
Can the Government confirm whether the number of trips listed in Table 4 represents the ceiling expectation per year? Additionally, will additional travel beyond Table 4 require bilateral modification, and should pricing assume GSA per diem rates?
Asnwer: Table 4 list anticipated CONUS travel. However, local travel as directed by MCMWTC may be required to meet mission requirements. Yes, any travel beyond what is outlined in Table 4 would require a bilateral modification to the agreement. For pricing purposes, please assume travel will be reimbursed in accordance with applicable GSA per diem rates unless otherwise specified. Any deviations from these rates or additional travel requirements would be addressed through a mutually agreed modification.
11. The PWS requires the SOF SME to have previously held a TS/SCI clearance and be TS/SCI eligible. Can the Government clarify whether the individual must possess an active TS/SCI at time of proposal submission, or at time of award, or whether eligibility and ability to be read-on is sufficient?
Asnwer: Contractor will need to have possessed a TS/SCI clearance and must be TS/SCI eligible per the MAGTFTC Special Security Office (SSO) at the time of proposal submission.
12. The PWS requires both a monthly Performance Assessment Report (PAR) and a separate monthly status report. Can the Government confirm whether these may be consolidated into a single monthly deliverable to reduce administrative duplication, provided all required content elements are addressed?
Can the Government clarify whether the SOF SME is expected to support simultaneous formal school and MTX events if schedules overlap, or whether prioritization guidance will be provided by the COR?
Asnwer: Government requires two separate documents: MSR & PAR. COR will determine prioritization based on mission requirements.
13. Table 4 lists anticipated travel to 29 Palms, Tampa, and Camp Lejeune. Can the Government confirm whether travel to Bridgeport is considered the primary duty location and therefore not categorized as travel under Table 4?
Asnwer: MCMWTC is the primary duty location. Contractor will work on site.
14. The solicitation identifies a single 12-month Firm Fixed Price CLIN. Can the Government confirm whether option periods are anticipated but not yet listed, or whether this is strictly a one-year requirement with potential follow-on recompetition?
Asnwer: The Government confirms that the solicitation currently includes a single 12-month Firm Fixed Price (FFP) CLIN. At this time, no option periods are anticipated. The requirement is being solicited as a one-year effort, and any future requirements beyond the 12-month period would be subject to a separate action and potential re-competition.
