About this opportunity
The U.S. Army Contracting Command, Aberdeen Proving Ground, Natick Division has issued a Special Notice announcing their intent to award a sole source contract to Surface Optics Corporation for maintenance services of a SOC-100 Hemispherical Directional Reflectometer. The contract will be awarded under FAR 13.106-1(b)(1) authority to Surface Optics Corporation, located in San Diego, California, as they are the original equipment manufacturer and the only viable contractor capable of providing the required specialized maintenance services. The Army has determined that no other vendors can provide equivalent services since Surface Optics Corporation does not license service representatives from other companies for their proprietary equipment. This acquisition supports the U.S. Army Combat Capabilities Development Command, Soldier Center (DEVCOM-SC) and involves maintenance of laboratory equipment located at the Natick Soldier Systems Center. The contract falls under NAICS code 811210 with a size standard of $34 million in gross revenue.
The primary objective of this Special Notice is to provide transparency regarding the Army's intent to sole source this maintenance contract while allowing interested parties to express their capabilities if they believe they can meet the government's requirements. The contract will cover annual preventative maintenance, calibration, and on-site repair services for the SOC-100 HDR instrument over a base year plus three option years, structured as a firm fixed-price arrangement from September 2025 through September 2029. Interested parties must submit their responses via email to both the Contract Specialist Edmund J. Bousaleh and Contracting Officer Alejandro Ayala no later than 1400 hours EDT on August 22, 2025. While this is not a request for proposals and no solicitation document is available, contractors can identify their interest and capability in providing these specialized electronic and precision equipment repair and maintenance services. The government emphasizes that all costs associated with responding to this notice will be at the expense of the interested party, and no payment will be provided for information or administrative costs incurred in response.
