About this opportunity
The Defense Logistics Agency Energy has awarded a sole-source bridge action to Walsingham Group, Inc. on contract SPE60017C5009 for alongside aircraft refueling and fuels management services at Maks Army Airfield, Louisiana, on August 28, 2026.
The justification cites 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2)(iii), asserting that only WGRP can satisfy requirements due to specialized service delivery, existing trained workforce, infrastructure, and environmental expertise at the facility. The bridge action runs three months (September 1 through November 30, 2026) with three one-month option periods. The incumbent contract SPE600-17-C-5009, originally competitively awarded February 1, 2017, expires August 31, 2026. DLA Energy issued a follow-on solicitation (SPE603-26-R-0514) on March 30, 2026 and closed it June 12, 2026, receiving four proposals; administrative delays prevent award before contract expiration, with anticipated award by September 28, 2026 and performance beginning December 1, 2026. The follow-on solicitation carries an SDVOSB set-aside. The contracting officer determined bridge pricing fair and reasonable based on historical price comparison and informal market analysis. Services include safe, accurate, and timely handling, quality control, and accountability of Defense Working Capital Fund-owned petroleum products and facility maintenance to support U.S. Army operations.
