About this file
This is a Justification and Approval (J&A) document for a sole-source contract modification to extend bulk fuel services at Maks Army Airfield in Louisiana.
The Defense Logistics Agency (DLA) Energy is extending contract SPE600-17-C-5009 with incumbent Walsingham Group, Inc. (WGRP) for a three-month base period (September 1 through November 30, 2026) with three one-month option periods. The services include alongside aircraft refueling and fuels management services to support U.S. Army operations. The current contract, originally competitively awarded February 1, 2017, expires August 31, 2026. The bridge action is necessary because the follow-on solicitation (SPE603-26-R-0514), issued March 30, 2026 and closed June 12, 2026, experienced administrative delays that prevent award before contract expiration. Four proposals were received for the follow-on procurement, with anticipated award by September 28, 2026 and performance beginning December 1, 2026.
The sole-source justification cites 10 U.S.C. § 3204(a)(1) and FAR 6.302-1(a)(2)(iii), asserting that only WGRP can satisfy agency requirements due to specialized service delivery, existing trained workforce, infrastructure, and environmental expertise at the facility. A Sources Sought Notice posted December 20, 2024 yielded four capability statements, confirming multiple potential sources exist. The contracting officer determined the bridge pricing fair and reasonable based on comparison to historical prices and informal market analysis showing no drastic market changes. The follow-on solicitation included a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. DLA Energy will continue the competitive acquisition process for the long-term follow-on contract during the bridge period.
