About this opportunity

The U.S. Department of State's Embassy in Podgorica, Montenegro is seeking spare parts for generators through Request for Quotations (RFQ) 19MJ1925Q0009. The procurement involves 40 specific generator components including alternators, electric starting motors, control groups, water temperature regulators, hoses, filters, sensors, and other mechanical parts, all of which must be new, original manufacturer parts primarily from Caterpillar. Offerors must be registered in the System for Award Management (SAM) database and submit complete electronic quotations in PDF format to PodgoricaSolicitations@state.gov. The contract will be awarded to the lowest-priced, technically acceptable offeror using a firm-fixed price structure. Questions regarding the solicitation must be submitted by 16:00 CEST on July 7, 2025, with quotations due by 16:00 CEST on July 17, 2025, and no partial quotes will be accepted.

This procurement does not utilize any set-aside designations and is open to all qualified contractors. The estimated value is approximately $30,000 based on the sole source justification documentation, though no specific incumbent contractor is identified in the materials. The spare parts are required for emergency backup generators located in the New Office Building and Utility Building 2 at the U.S. Embassy in Podgorica, Montenegro. All items must be delivered within 90 days of contract award to the embassy's address, with shipping requirements specifying FOB destination door-to-door (DDP) terms and delivery to a warehouse at Vranjske Njive bb. The procurement emphasizes brand-specific Caterpillar parts due to compatibility requirements, proprietary technology considerations, and warranty maintenance for the existing generator systems.
