About this opportunity

The Defense Logistics Agency is soliciting proposals for removal, transportation, incineration or other thermal treatment, and final disposal of containerized hazardous waste, including RCRA hazardous waste, non-RCRA wastes, polychlorinated biphenyl wastes, and state-regulated materials generated by U.S. Department of Defense and U.S. Coast Guard installations across 19 contiguous states and Washington, D.C. This is a full and open competition Request for Proposal (RFP) for commercial items under NAICS code 562211 with a small business size standard of $47 million. The solicitation requires proposals in three volumes addressing proposal certifications with pricing, past performance information, and small business participation plans. The evaluation will employ a trade-off methodology with non-price factors—specifically past performance quality and small business participation—weighted as significantly more important than price, utilizing an adjectival rating scale based on recency, relevance, and performance quality of prior contracts. The proposal deadline has been extended to December 1, 2025, at 2:00 PM, with the most recent amendment posted on November 18, 2025, and offerors must use the revised price schedule posted on October 29, 2025.

This acquisition is not set-aside for any particular entity. The contract is structured as a firm-fixed price, indefinite delivery/indefinite quantity agreement with a minimum contract value of $25,000 and a maximum of 125% of the estimated contract value, though specific award amounts are not disclosed in the solicitation. The contract will operate for a 30-month base period commencing January 2026 through July 2028, with an additional 30-month option period available to the government. The performance work statement establishes minimum order limitations of $900 and single/combination item maximums of $200,000 and $500,000 respectively. The place of performance is identified as Norfolk, Virginia 23501, and pickup locations encompass numerous military installations, naval facilities, Air National Guard bases, Army Reserve Centers, and other government facilities distributed throughout the specified geographic region, with detailed location information, EPA ID numbers, generator status classifications, and points of contact provided in the solicitation attachments.
