About this opportunity
The Defense Logistics Agency is soliciting proposals for the removal, transportation, and disposal of hazardous and non-hazardous wastes from military installations across the Western Region of the United States under Solicitation SP450026R0004. Services required include the handling of RCRA hazardous wastes, non-RCRA wastes, state-regulated wastes, universal wastes, compressed gases, polychlorinated biphenyls (PCBs), and per- and polyfluoroalkyl substances (PFAS) from facilities within a 50-mile radius of designated pickup locations. Contractors must demonstrate past performance capability, comply with prevailing wage requirements established by the Department of Labor, obtain Common Access Cards (CACs) for personnel, and meet all regulatory compliance standards for hazardous waste management. Evaluation will use a best-value trade-off methodology with non-price factors—specifically past performance and small business participation—weighted as significantly more important than price. Proposals are due by December 29, 2025, with a 90-calendar day pricing firm period following submission, and this combined synopsis/solicitation announcement constitutes the only solicitation document; no separate written solicitation will be issued.
This is a full and open competition with no set-aside designation under NAICS code 562211 (Hazardous Waste Treatment and Disposal), with a small business size standard of $47 million. The contract is structured as a firm-fixed price, indefinite delivery/indefinite quantity (IDIQ) agreement with a 30-month base period anticipated from March 2026 through October 2028 and an optional 30-month extension period. The primary place of performance is Camp Pendleton North, California, though services will be provided across multiple military installations in eleven western states, including Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming. The solicitation includes multiple service line items for specific waste handling activities with a minimum task order charge of $900, though specific contract value information is not disclosed in the available documentation. Interested offerors must submit proposals in three volumes covering certifications and pricing, past performance information supporting up to three relevant contracts, and either a small business participation plan or small business subcontracting plan depending on firm classification.
