About this opportunity

The 30th Contracting Squadron at Vandenberg Space Force Base is conducting market research to validate technical requirements, assess local vendor capability, and refine acquisition strategy for comprehensive vehicle fleet maintenance and repair services. The Department of the Air Force Space Command seeks contractors classified under NAICS Code 811111 (General Automotive Repair) to provide maintenance and repair services for general purpose vehicles, special purpose vehicles, and heavy equipment including construction and material handling equipment. Key contract requirements include submitting detailed written estimates within five business days of government request, completing repairs correctly on the first attempt within agreed timelines 95 percent of the time, maintaining ASE certifications, complying with federal, state, and local environmental regulations including Santa Barbara County Air Pollution Control District rules, and providing a 90-day minimum guarantee on all repairs with rework completed within seven business days at no additional cost. The government will evaluate contractor responses based on technical qualifications, capability to perform 100 percent of services outlined in the Performance Work Statement, personnel certifications, experience managing special-use vehicle permitting and transport in California, and feedback on proposed performance standards. The deadline for submitting responses is March 16, 2026, at 1:00 PM PST, while questions must be submitted by March 6, 2026, at 1:00 PM PST, with all responses submitted via email on official company letterhead not to exceed 10 pages.

This requirement is designated as a Total Small Business set-aside with a $9.0 million size standard under the referenced NAICS code. The government anticipates establishing one five-year Multiple-Award Blanket Purchase Agreement under FAR Part 12 commercial procedures with a total estimated ceiling of $4 million across all BPAs combined. Individual task orders placed against any BPA will not exceed the current Simplified Acquisition Threshold of $350,000, and work will be performed on a firm-fixed-price basis for unscheduled corrective maintenance, preventive maintenance inspections, and tire, body, and glass services. The vehicle and equipment fleet consists of approximately 40 or more distinct asset types spanning emergency response vehicles, aircraft refuelers, heavy construction equipment, material handling equipment, specialized trucks, and support vehicles, with model years ranging from 2000 through 2025. The government emphasizes that this is a Sources Sought announcement for market research purposes only and does not constitute a formal solicitation for proposals; responding is voluntary and at no government expense to interested parties.
