About this file

This is a Performance Work Statement (PWS) Draft for vehicle fleet maintenance services at Vandenberg Space Force Base (VSFB) in California, issued by the 30th Logistics Readiness Squadron (30 LRS).

The PWS establishes a Multiple-Award Blanket Purchase Agreement (BPA) for comprehensive maintenance and repair services covering general purpose vehicles, special purpose vehicles, and heavy equipment including construction and material handling equipment. Services will be provided on an as-needed basis through firm-fixed-price (FFP) task orders, with work performed primarily at the contractor's facility and, in certain cases with Contracting Officer Representative (COR) approval, at the contractor's off-base facility. The Government will provide fair opportunity procedures for task order competition, categorizing work and soliciting from BPA holders possessing required certifications, tooling, and expertise. Contractors must submit detailed written estimates within five business days of Government request (or notify the COR within two business days if complex diagnostics require extended time) and provide firm-fixed-price quotes including inspection costs, estimated labor hours, parts and materials costs, and completion timelines. Task orders will be issued only upon contractor receipt of a signed order from a warranted Contracting Officer, and any additional work requires prior Contracting Officer approval.

Performance standards require contractors to submit estimates 95% of the time within the specified timeframe, complete repairs correctly on the first attempt within agreed timelines 95% of the time, and guarantee all repairs for a minimum of ninety days with rework completed within seven business days at no additional cost. Contractors must be technically qualified, provide a single point of contact, furnish all labor and tools, maintain VSFB compliance, and adhere to comprehensive environmental, hazardous waste, and hazardous materials requirements detailed in Appendix A, including air quality compliance with Santa Barbara County Air Pollution Control District rules and immediate notification protocols for environmental violations and spills.

1. INTRODUCTION

1.1. The 30th Logistics Readiness Squadron (LRS), hereafter referred to as the Government, is responsible for the management, readiness, and operational support of the entire vehicle and equipment fleet for Vandenberg Space Force Base (VSFB). This fleet is comprised of general purpose vehicles, special purpose vehicles, and heavy equipment, including construction and material handling equipment (See Attachment 1 - VSFB Base Vehicle and Equipment List).

1.2. The 30th LRS maintains an organic capability to service and repair its vehicle fleet.

However, to augment in-house capabilities, especially during surge requirements, national emergencies, or when service requirements exceed organic capacity, the 30th LRS requires contracted services to assist with the proper maintenance, complex repair, and overhaul of the vehicle and equipment inventory.

2. SCOPE

2.1. The purpose of this requirement is to provide comprehensive maintenance and repair services for the diverse VSFB vehicle fleet. The Contractor shall provide all necessary management, labor, and expertise to perform the services outlined in this PWS.

2.2. The Government will issue Firm-Fixed-Price (FFP) Task Orders against this BPA on an as-needed basis. Services shall be performed primarily at vendor facility. In certain cases, with the express approval of the Contracting Officer Representative (COR), services may be performed at the Contractor's off-base facility.

3. BPA ORDERING PROCEDURES

3.1. Task Ordering Procedures

3.1.1. The Government intends to provide all BPA holders a fair opportunity to be considered for each task order, consistent with the procedures outlined below. The specific procedure will be determined by the Government based on the nature and complexity of the required service. All competitions and awards will be conducted via Task Orders issued by a warranted Contracting Officer.

3.1.1.1. Categorization of Work and Solicitation Pool: For each service requirement, the Government will first categorize the work and identify the appropriate pool of BPA holders for solicitation based on the Vendor Capability Statements (PWS Section 4.5).

3.1.1.2. Solicitation Pool: The Government reserves the right to solicit quotes from all BPA holders or a limited pool of BPA holders possessing the specific certifications, tooling, and expertise required for the vehicle or system in question. This determination will be documented by the Contracting Officer for each task order.

3.1.2. Task Orders will be issued against this BPA by the Contracting Officer using serially numbered orders.

3.1.3. For each proposed Task Order, the Contractor shall provide the Government a firm-fixed-price quote based on the vehicle repair/maintenance request submitted by the Government. Unless otherwise indicated in the Governments request for quotes, proposal shall include:

- The proposed cost of the vehicle/equipment inspection necessary to provide the estimate and evaluation detailed in PWS paragraph 4.1.

- The estimated number of hours and associated labor categories required.

- The estimated cost of all parts and materials required for the repair.

- An estimated completion date.

3.1.4. If the Contracting Officer is unable to establish price reasonableness for the task order, the contractor shall be required to provide information other than certified cost or pricing data to support a determination of price reasonableness.

3.1.5. If the contractor’s proposal is acceptable to the Government, a warranted Contracting Officer will approve the Task Order. The contractor shall not begin work until receipt of a signed Task Order from a Contracting Officer.

3.2. Additional Work Procedures
